13.106-1(b)(1). (Open Market Purchase Order) Soliciting from a single source (including brand name)
4. Description of Action: A firm fixed price purchase order is anticipated for this requirement. This requirement is for the purchase of Nokia 55ESS solution software installation, updates, and maintenance for use at the Enhanced Mobile Satellite Service (EMSS) Capabilities Office (ECCO). The certified 5ESS switch system is designed and certified to operate with Sun hardware running the Solaris operating system, a UNIX based software solution on the Alcatel Lucent 5ESS configuration. The installation of required patches will ensure the retention of necessary accreditation for connection to Department of Defense (DoD) networks.
Due to the proprietary nature of the telecom switch, Secure Support Solutions is currently the only vendor authorized by Alcatel Lucent to apply Sun System patches to and perform work on the 5ESS switch equipment.
Another brand of patches will not meet the compatibility requirements of the 5ESS switch
These updates are required to maintain system accreditation. Without these updates, EMSS’ service to the warfighter would be degraded.

6. Market Research: Market research was conducted by John Shishido in December 2021.
The research was done through internet searches and coordination with Secure Support Solutions, Nokia, LGS and a review of prior related contracts. Local files were also reviewed and the following acquisition history was obtained:

Based on current market research, it has been determined that the aforementioned system upgrades provided by Security Support Solutions, LLC, a small business, can fully support the Governments need. This requirement is for proprietary product support and no competitor functional replacement products or services exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, i.e. there are similar products and/or product support in the marketplace that provides the same functionality, the original equipment manufacturer releases ownership rights of product, or it is economically feasible to procure a new system.
