About this file

This document is an Offeror Questions and Responses file for United States Postal Service Solicitation 5A-25-A-0002 for Air Taxi Services between Anchorage, Tyonek, Beluga, and Alexander Creek, Alaska. The document addresses three key questions from potential offerors: (1) flight departure location options, (2) mail carrier approval requirements, and (3) telecommunications clause completeness.

Regarding flight operations, the USPS requires service out of Merrill Field (MRI) but is open to evaluating supplemental proposals from alternate sites like Anchorage International Airport (ANC) or Lake Hood (LHD). Offerors submitting alternate site proposals must still include an MRI-based proposal. The solicitation Statement of Work (SOW) does not specify a 501C mail carrier approval requirement, and the telecommunications clause (Clause 7-19) was confirmed to have no missing information. The document provides clarity on operational flexibility and contract requirements for potential air taxi service providers.

Offeror Questions and Responses Solicitation 5A-25-A-0002

Service Points between Anchorage, Tyonek, Beluga, and Alexander Creek, AK

Question Response

Does this contract require flying out of Merrill Field for the “Anchorage” portion or can we leave from LAKE HOOD or ANCHORAGE

INTERNATIONAL?

The solicitation SOW requires service out of MRI; however, USPS would be open to evaluating additional/supplemental* proposals out of ANC or LHD.

*Please note that the offeror is still required to submit a proposal for MRI if it chooses to submit an additional proposal for alternate sites (ANC or LHD).

Does the contract winner have to have an approval to carry mail with the post office (501C?) or can this be obtained once the contract is awarded?

The solicitation SOW has no mention of 501C.

Could you please clarify if there is missing information in Clause 7-19: Prohibition on Contracting for Certain

Telecommunications and Video Surveillance Services or

Equipment (September 2021), in section a.3.?

There is no missing information.
