About this file
This proposal and contract forms document pertains to Pierce County Planning & Public Works in Tacoma, Washington for Bridge Deck Rehabilitation Project CRP 5963, federally funded under Federal Aid No. BHOM-9927(069). The project encompasses rehabilitation of three county bridges: Bridge No. 24164-A on Mashel River (Alder Road Cutoff Road East), Bridge No. 6195-A on Puyallup River (96th Street East), and Bridge No. 5175-C on Kapowsin Creek (Orville Road East). Primary work includes replacing existing deck surfaces with polyester concrete overlays, deck preparation, surface scarification, removal of existing overlays, installation of HMA joint seals, and comprehensive traffic management and erosion control measures. Specific quantities vary by bridge group, including roadway excavation (49 to 212 square yards), concrete deck preparation (162 to 686 square feet), concrete surface scarification (360 to 1,523 square yards), and polyester concrete overlays (360 to 1,523 square yards). Sealed bids are due by 1:00 p.m. on Wednesday, March 18, 2026, with public bid opening and webcast to follow at 1:00 p.m. or as soon thereafter as possible. Written clarification requests must be submitted through the Pierce County Procurement and Contract Services website by 3:30 p.m. on the Thursday preceding bid opening. The contract period allows 40 working days for completion.
The bid requires submission of unit prices for all line items with extensions and total bid amounts, with award made to the lowest responsive bidder. A proposal bond equal to five percent of the total bid amount, payable to Pierce County Treasurer, must be submitted with the proposal. The project is subject to an 11% Federally Small Business Enterprise (FSBE) set-aside requirement and compliance with Buy America requirements for iron, steel, manufactured products, and construction materials. The estimated project cost ranges from $2,300,000 to $3,400,000, with federal funding provided through the Federal Aid number referenced. The successful contractor must furnish executed payment and performance bonds for the full contract amount from approved sureties within ten days of award notification. Bidders must meet minimum qualifications under RCW 39.04.350(1), possess valid contractor licensing, provide UBI and Industrial Insurance Account numbers, certify prevailing wage compliance, and submit a Local Agency Subcontractor List identifying subcontractors for structural steel, rebar, HVAC, plumbing, and electrical work. Recycled material percentages will serve as a tiebreaker in case of equal bids, though use of recycled materials does not constitute a bidder preference and will not affect award determination unless bids are exactly equal.

Proposal for Incorporating Recycled Materials into the Project
In compliance with RCW 70A.205.700, the Bidder shall propose below, the total percent of construction aggregate and concrete materials to be incorporated into the Project that are recycled materials.
