About this file
This is a proposal and contract form for a construction project administered by Pierce County Planning & Public Works in Tacoma, Washington. The project, designated CRP 5936 with Federal Aid No. TAP-2860(002), involves the improvement of 168th Street East from SR-7 to B Street East. The scope of work includes roadway widening to accommodate one through lane in each direction with a center turn lane, cement concrete traffic curb and gutter, sidewalks, bike lanes, on-street parking, enclosed storm drainage conveyance, stormwater treatment and infiltration facilities, street lighting, and traffic signal modifications. The bid opening is scheduled for Wednesday, September 9, 2026, at 1:00 p.m. The proposal itemizes 82 line items covering preparation, grading, drainage, storm sewer, surfacing, hot mix asphalt, erosion control, traffic control, and other construction work, with quantities specified in various units including cubic yards, linear feet, tons, square yards, and each. Bidders must provide unit prices for all items and extensions, with the proposal requiring notarization and submission of a proposal bond equal to five percent of the total bid.
Pricing is structured on a unit price basis with specific quantities assigned to each line item, allowing contractors to develop competitive bids based on their cost estimates. Several line items include fixed dollar amounts with price adjustment provisions, including a $4,600 compaction price adjustment and $5,000 asphalt cost price adjustment. The project is federally funded through the Transportation Alternatives Program (TAP), requiring compliance with federal contracting requirements including nonsegregated facilities certification, non-collusion declarations, and federal-aid contract provisions. Bidders must submit the Local Agency Subcontractor List identifying any direct subcontractors for structural steel, rebar, HVAC, plumbing, and electrical work as required by RCW 39.30.060. Additional requirements include wage law compliance certification, recycled materials documentation, and contractor questionnaires with firm demographics and DBE status. Contractors must hold valid Washington State licenses and provide Industrial Insurance and employment security information prior to award.

REQUIRED CONTRACT PROVISIONS
FEDERAL-AID CONSTRUCTION CONTRACTS
III. NONSEGREGATED FACILITIES
(Applicable to all Federal-aid construction contracts and to all related subcontracts of $10,000 or more.)
a. By submission of this bid, the execution of this contract or subcontract, or the consummation of this material supply agreement or purchase order, as appropriate, the bidder, Federal-aid construction contractor, subcontractor, material supplier, or vendor, as appropriate, certifies that the firm does not maintain or provide for its employees any segregated facilities at any of its establishments, and that the firm does not permit its employees to perform their services at any location, under its control, where segregated facilities are maintained. The firm agrees that a breach of this certification is a violation of the EEO provisions of this contract. The firm further certifies that no employee will be denied access to adequate facilities on the basis of sex or disability.

The only exception will be for the disabled when the demands for accessibility override (e.g., disabled parking).
c. The contractor agrees that it has obtained or will obtain identical certification from proposed subcontractors or material suppliers prior to award of subcontractors or consummation of material supply agreements of $10,000 or more and that it will retain such certifications in its files.
