About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The Coast Guard is procuring thirteen (13) Rotary Switches (Part Number SYM.792, NSN 5930-00-259-8890) for an estimated total value of $17,368.00. These switches serve as door contact closure components for the 154' WPC Fast Response Cutter Door Security System. The single identified source is US Pioneer, LLC (UEI: QEP4TKLKQDV3), a small business, with point of contact Josh Bryan at 918-359-5200 or josh@uspioneer.net. The justification for restricting competition to a single source is based on the Brand Name exception, as the rotary switches are items peculiar to one manufacturer and essential to the government's requirements. The Coast Guard asserts that other companies' similar products cannot meet or be modified to meet its needs.
The rationale supporting the brand name justification emphasizes that the rotary switches were originally procured as complete commercial off-the-shelf items and the government does not possess the technical specifications, tolerances, or drawings necessary to solicit from multiple sources. The government highlights that vessel security is critical to mission safety, noting that the US Pioneer, LLC switches have demonstrated reliability through years of unrestricted use and thousands of operational hours aboard the 154' WPC fleet. The Coast Guard asserts that substituting non-US Pioneer switches without proper specifications could compromise vessel security and jeopardize crew safety and mission requirements. The technical and requirements point of contact signed the justification on 08/10/2026. No fair and reasonable price determination method was selected on the form.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
The Rotary Switches used onboard the 154’ WPC Fast Response Cutters are commercial off the shelf items comprised of multiple interrelated parts. These items were procured as a whole and were originally described as such by the Government; procurement was not based on Government specified descriptions of all of the various components contained within, and the Government has not bought those descriptions of those parts. Other than basic part/component descriptions (part numbers, etc.) provided by US Pioneer, LLC, the Government does not possess technical specifications, tolerances etc. to provide to the various facilities to allow for full and open. The Rotary Switches identified in this justification are used as door contact closure switches as part of vessel security.
Vessel security is critical to mission and safety; and failure could potentially result in injured crew members, vessel damage or stolen property. The reliability of the US Pioneer, LLC Rotary Switch is known and acceptable; they have met Coast Guard mission requirements and safety standards through years of unrestricted use and thousands of operational hours. The 154’ WPC vessels routinely moor up in foreign ports and in public areas with minimal security. It is imperative vessel security be maintained for the safety of the crew and vessel. The Rotary Switches and associated parts are standard configuration throughout the 154’ WPC Fast Response Cutter fleet and Coast Guard policy requires vessel configuration. Any attempt to use non-US Pioneer, LLC. Rotary Switches without proper specifications, drawings, and technical data could cause the inability to secure the vessel subsequent failure to meet unit mission requirements. Any failure of substituted parts would jeopardize the safety of the vessel and crew, possibly causing loss of life and property.
