Description

Fish, Wildlife & Parks (FWP) is soliciting bids for weed spraying on Canyon Ferry Wildlife Management Area (CFWMA), Townsend, MT.

Weed Management specifications, scope of work, and deliverables:

The property to be sprayed is on the Canyon Ferry Wildlife Management Area (CFWMA) which is located just north of Townsend, Montana in Broadwater County. The CFWMA is owned by the Bureau of Reclamation, but it is managed by Montana Fish, Wildlife & Parks (see attached map at the end of this document). It needs weed management (spot spraying) throughout approximately 2,400 acres of the property. After the contractor is selected, they will be directed by FWP personnel as to where to begin spraying and priority weed species to target.

Four large waterfowl ponds, two irrigation canals and the Missouri River exist within the CFWMA, so the contractor must be aware of these sensitive riparian areas. Care must be taken as to minimize spraying native woody vegetation (Woods Rose, Buffalo Berry, Snowberry) in these sensitive areas. Agricultural crops are also found on the CFWMA, and the contractor will totally avoid spraying in those areas. The contractor will be responsible for any damage done to agricultural crops. Road ways and the shoulders of roadways shall also not be spayed by the contractor unless directed to by FWP personnel.

Weeds to be controlled and methods of spraying:

All knapweeds, leafy spurge, toadflax, hounds tongue, whitetop, hensbane, bull and musk thistle. There may be other weed species present and those should be treated as appropriate as directed by FWP personnel.

Herbicide application will be done primarily by using ATV’s/UTV’s to minimize off road tracks and vegetation disturbance by larger, heavier truck mounted systems. Off road travel is acceptable but

03 July 201803 July 2018 mailto:KShinn@mt.gov mailto:KShinn@mt.gov mailto:KShinn@mt.gov minimal ground and vegetation disturbance must be kept in mind. Most application will consist of searching for target weeds and spot spraying. All chemicals will be applied in accordance with chemical labels and EPA guidelines. FWP will provide the contractor a key to get behind closed gates and the key will be returned to FWP after the spraying is completed annually.

Timing of spraying and recording requirements:

Application will occur mid/late June and can be done during the week or on weekends. Spraying needs to be completed by 6/30 on an annual basis.

Contractor will record a GPS track log of areas searched and sprayed and this log along with application records will be provided to FWP personnel within two weeks after the project is completed. Individual waypoints of heavily infested areas that were sprayed should also be recorded and provided to FWP personnel along with the track log and application records. Application records will include a daily log recording a minimum of:

• Chemical company name, Chemical trade name, application rate and total chemical used

• Application method i.e. ATV, UTV, broad jet, wand, back pack

• Weather conditions

• Application time of day

• Acres chemically treated and total spray time

• Weeds treated

• Any additional observations or comments Pre-Bid Inspection: All interested contractors are invited for a pre-bid inspection on May 11, 2018 at 10:00 A.M. Attendance is recommended for those who are not familiar with the Canyon Ferry WMA. Interested parties will assemble at the Fish, Wildlife & Parks office located at 39 Centerville Road Townsend, MT. The office is located one mile north of Townsend, turn east on Centerville road at the Indian Creek Campground and proceed to the first grey and green building past the “S” turn (north side of road).

A walk-thru is scheduled to familiarize the interested contractors in the type of spraying required and the terrain types they will be spraying in. Any contractor concerns or questions can be addressed at this time.

This walk thruWILL NOT cover all areas to be sprayed but is more designed to familiarize contractors with what is required and expected.
