FOR PROJECT 586-20-106 DESIGN
UPGRADE FACILITY ELECTRICAL DISTRIBUTION
I.GENERAL SCOPE: The Electrical Engineer shall provide all engineering services as defined herein to accomplish complete contract drawings, specifications, technical reports, and cost estimates for the following work:
A. This design evaluates, replaces, and upgrades two existing medium voltage switchgears, medium voltage switchgear/generator controls, and six pad mount transformers. Replace existing with one new combined medium voltage switchgear, new non-proprietary medium voltage switchgear/generator controls, and six new pad mount transformers and an option to replace 14 low-voltage automatic transfer switches and controls. A listing of major items of electrical equipment to be evaluated/replaced is listed below.
a. - Medium Voltage Switchgears.
b. – Medium voltage switchgear and generator control circuitry.
c. - Pad Mount Transformers. All feeds between transformer and switchgear shall be tested. Failed feeds shall be replaced.
d. - Automatic Transfer Switches and controls.
IMPORTANT: It is the engineer-of-record’s responsibility to self-perform extensive and repeated site evaluations to determine and assure the accuracy of provided drawings and the condition of equipment specified for replacement. It is the engineer-of-record’s responsibility to prioritize replacement items such that the equipment in worst condition is replaced first and to develop a project that fits the VA’s anticipated construction budget of $4.0 +/- million.
B. Provide complete arc flash, load flow, and relay coordination studies to include selective coordination of circuit breaker trip settings for all installed equipment and stamped by the engineer-of-record. The load flow study shall be performed throughout design development to inform the new design. The relay coordination study shall be performed using the technical parameters of the ACTUAL equipment the contractor submits and is approved for installation, i.e., during the construction phase.
a. Selective coordination is defined as an electrical system design in which the upstream circuit breaker (fuses are not allowed) nearest to the system fault clears the fault without affecting the protective devices that are upstream from it.
b. A load flow study is defined as a numerical analysis of the steady-state conditions of the entire facility’s electrical system. Its goal is to determine the flow of power, current, voltage, real power, and reactive power in a system under all realistic load conditions, i.e., utility and generator operation.
C. Provide NEC-compliant arc flash labels for all new and existing-to-remain equipment.
D. All transformers shall exceed DOE 2016 transformer specification requirements. Specifications for 2500kVA transformers shall exceed mathematically interpolated DOE 2016 ratings for transformers that are larger than considered by DOE 2016 requirements.
E. All medium voltage cables shall include all copper conductors, concentric wire (not foil) neutrals, and EPR insulation in PVC jacketing.
F. This project will be a one for one replacement. Facility is a 24-hour operation and must remain operational. Design to reflect continuous operation of electrical to facility.
II.
TIME SCHEDULE, REVIEW, AND SUBMITTAL REQUIREMENTS: The following specifies the documents/materials to be submitted by the consultant to the project manager for each scheduled review and due dates for the submission. Dates indicated must be strictly adhered to.
A.
35% Review - Four (4) sets of half-size drawings due 180 days after Contract Award.
1.Drawings: The drawings will be complete at least to the extent that the following are shown on the documents:
a. General requirements:
(1) Verification and recommendations resulting from site visits of existing conditions.
(2) Demolition requirements.
(3) Sizes of pipe, ducts, wiring, etc., are not required at this review.
(4) Details not required at this review.
(5) All drawings shall not be less than 1/8" scale.
b.
Electrical:
(1) Submit a preliminary basis for design, including a written description of electrical work required for this project.
(2) Request to VA for special receptacles, telephone, and computer outlets will be requested at this time.
d. Develop a preliminary cost estimate based on preliminary design. Use VA Form 6238.
e. The requirements listed above will be reviewed by the VA Project Team and Electric Shop. All comments and recommendations will be returned to the A/E within ten (10) business days.
B. 65% Review: Four (4) sets of contract documents are required two hundred seventy (270) days after Award of Contract.
a.
General Requirements:
(1) All drawings developed for the previous reviews shall be detailed, showing pipe, duct, and wiring sizes, as well as all other required construction details.
(2) All previous review comments shall be evaluated and incorporated into the drawings, specifications, and estimates.
(1) All areas of construction shall clearly differentiate between existing and new construction (separate drawings for demolition and renovation). Emphasis shall be placed on contract accomplishments for unforeseeable or hidden conditions, including miscellaneous job requirements such as relocating a pipes, vents, or other affected items.
b.
Electrical:
(1) Floor plan shall have room titles and area function shown on this review set of drawings. Location of most lighting systems, outlets, and power systems shall be shown.
(2) Show locations of new or existing switchboards and indicate available, as well as additional, power requirements.
2. Specifications: Provide a full set of assembled edited project specifications in CSI format. Contractor shall use the master specifications and edit as appropriate, which can be found here: MASTER CONSTRUCTION SPECIFICATIONS (PG-18-1) - Office of Construction & Facilities Management (va.gov)
3. Cost Estimate: Submit a revised cost estimate and ensure the following minimum items are included on the VA Form 6238.
a. All estimates shall be based on the most current working drawings available and shall be current as of the date of the submission.
b. Price material at the contractor's buying level. Sales taxes, when applicable, will be added into material buying cost.
c. Cost totals should reflect labor and materials separately and should be formatted as follows:
(1) Totals - Labor and materials for all branches of work.
(2) Mobilization cost of contractor.
(3) Prime contractor's labor and supervisor.
(4) COPE at 35% (Contingencies, Overhead, Profit, and Escalation). The detailed construction cost estimate shall consider contingencies at 10%, overhead at 10%, profit at 10%, and escalation attributable to inflation, and any other regional industry costs. The contingency amount is established for change orders or other additional work occurring during construction.
(5) Bonds - Contractor bond cost.
(6) Total estimate cost.
(7) Complete Bid Sheet of project
(8) The estimate must have sufficient detail and accuracy to reflect the anticipated bid cost upon completion of the contract working drawings and specifications. Cost estimate must include bid deduct(s) that total at least 20% of the construction estimate.
D. The above will be reviewed by the project team and staff and returned to the A/E within ten (10) business days.
C. 100% Review: Four (4) sets of contract documents are required three hundred twenty (320) days after Contract Award.
1.
Submission Requirements:
a. The plans and specifications shall be complete, in accordance with previous review requirements, with all review comments accounted for and ready for use as final contract documents.
b. The specifications will be in final format, including front end documents provided by the Contracting Officer.
c. The final cost estimate shall reflect all previous comments and shall show each branch of work based on quantitative take-offs of designed labor and materials. This will also be the final cost estimate and should be labeled as such. Use VA Form 6238.
d. The Design Team shall provide a full A/V presentation to medical center administrative management thoroughly describing project phasing (Phasing Plan) and steps taken to minimize outages to the maximum extent practicable (all major outages and a sample describing how “minor” outages are designed to occur). This presentation shall occur at or slightly before the 100% Design Review.
e. The 100% design drawings will be reviewed by the project team, medical center administrative management, and affected staff with comments returned to the A/E within thirty (30) working days.
D. Final Submission: Due three hundred sixty-five (365) days after award of contract. After consolidating and incorporating the VA’s 100% Review comments, the final contract documents shall be prepared and shall include the following:
1. Four (4) complete sets of stamped full-size (ARCH D) contract drawings and one (1) set of specifications. Also, provide four (4) sets of drawings at half-size.
2. Provide a complete set of stamped drawings in AutoCAD 2019 or later (DWG format) and specification in Adobe PDF format on CD or DVD disk. USB thumb drives are unworkable.
3. Final cost estimate shall be based on revisions made at the 100% review.
4. A final set of technical support data, i.e., calculations, arc flash, load flow, and relay coordination study software model (less actual equipment data input).
5. A complete SOW and Bid sheet to be supplied.
III.
CONSTRUCTION PERIOD SERVICE REQUIREMENTS:
A. Review of and approval or disapproval of material submittals, shop drawings, and test reports. Submittal reviews shall be conducted by the contractor and returned to the VA COR within 10 business days.
B. Maintain the project’s submittal log throughout the construction project duration.
C. Review and recommendations for change orders and all other cost analysis.
D. Finalization of relay coordination study using equipment data from the contractor’s approved relay submittals.
E. Site Visits:
1.
Prebid conference to be to be attended by the engineer-of-record.
2.
Preconstruction meeting to be attended by engineer-of-record.
3. Minimum of eighteen (18) site inspections by engineer-of-record as requested by the VA COR. These are exclusive of the design review meetings. These site visits are to perform construction surveillance and inspection services. A site visit report is required within five business days with the contractor’s findings. The report should include a bid sheet with complete percentages shown for each line item.
4. Partial and final inspections to be attended by the A/E.
F. Engineer-of-record will be available during the period of construction to answer or verify questions and / or problems relating to the contract documents as they relate to field conditions.
G. Provide a complete as-built set of drawings in DWG and PDF format along with software model data files arc flash and load flow study after completion (electronic and hardcopy/full-size) at the completion of the construction project.
H. Commissioning-Testing required by A/E
IV.
MATERIAL SUPPORT FURNISHED TO THE engineer-of-record BY VA:
A. Station as-built drawings (originals to be retained by the VA). The accuracy of these drawings must be field verified by the A/E.
B. One each unedited copy of the applicable sections of the VA master construction specifications, including front-end documents.
C. Guidelines for identifying the working drawings.
D. VA design manuals, standard details, and construction standards.
V. General Guidelines
A. Original as-built drawings will be selected from drawing index by the A/E. These originals will be obtained from Engineering during initial survey which will be conducted immediately after receipt of “Award of Contract”. Prints and/or sepias/mylars will be made from these originals by A/E, at A/E’s expense. Originals will be returned, unmarked and undamaged, to Engineering within three (3) working days. As an alternate, A/E may furnish print/sepia paper or mylar and run copies as desired in the medical center Engineering office, using Engineering print machine. In either case, prints/sepias/mylars will not be furnished by VA.
B. As required for this project only, A/E will field verify accuracy of VA as-built drawings, existing dimensions, and existing conditions, and will certify this verification in writing to Engineering as a part of the Preliminary Review Submission. A/E will assume liability for working drawings produced for this medical center that are based on VA as-built originals, existing conditions, and existing dimensions.
C. A/E will perform field survey of existing dimensions, existing conditions, existing systems, and will verify accuracy of VA as-built drawings, as required for this project, using A/E’s staff and equipment. VA staff and equipment will not be available for A/E’s use.
D. An evaluation of A/E’s performance during preliminary, design, and construction phases of this project will be made by Engineering as part of the Final Progress Payment and will be entered into the completed project file.
