1. GENERAL:

a. The Architect/Engineer (A/E) shall furnish all professional and engineering services (such as structural, mechanical, electrical and plumbing) to facilitate the installation of new 1.5T MRI in rooms 1C-398C, 1C-398, 1C-396, & 1C-394 at the Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) located at 2002 Holcombe Boulevard, Houston, TX 77030. During the design phase, the A/E shall closely coordinate with the equipment manufacturer and VA staff.

b. The interior design and finishes must blend with the existing facility standards.

c. The A/E must be familiar with the current VA design criteria for interior design and ER.

d. The A/E shall provide construction period services including “as-builts,” responses to RFIs, and periodic site visits and inspections.

e. The A/E shall verify existing electrical loads that serve the area to be renovated.

2. PROJECT OVERVIEW:

a. MEDVAMC will replace the extremity MRI with a new 1.5T MRI. The site where the work will be performed consists of the Exam room (magnet), Control room, equipment room, dressing room, break room and has an interstitial space above these rooms.

b. The A/E shall include a pre-design/verification phase to provide plans to facilitate the installation of 1.5T MRI. The existing rooms 1C-398C, 1C-398, 1C-396, & 1C-394 will be demolished and new space will be created for Exam room (magnet), Control room, equipment room and dressing room.

c. The existing break room 1C-394 will be demolished, to compensate for the loss of existing break room, a new break room will be created in room 1C-377.

d. All plans will be presented using drawings and reports to the MEDVAMC engineers. The space planning must address improvement of workflow based on sequence of operations. All designs must adhere to JCAHO, NFPA, VA requirements, MEDVAMC’s standards, equipment’s installation requirements, and life safety latest requirements.

e. The A/E shall survey the area and verify existing building structure and all related systems, study adequacy of square footage for each function, analyze utility systems and structural integrity, also verify as-built drawings. Existing drawings may not be complete or fully accurate.

f. Furnish a ground penetrating radar survey of the existing concrete floor slab within the Site in the areas where floor penetrations (core holes) will be located. Prepare written report of that survey to indicate the location of existing floor slab rebar and other in-slab obstructions. Furnish a vibration measurement survey of the Site to determine if, during the period of such survey, vibration levels exist at the Site that exceed the recommended maximum vibration levels set forth in the Preinstallation Manual. These services include conducting a cursory investigation of the Site and nearby areas to determine the potential source(s) of vibration levels exceeding those recommended maximum vibration levels.

g. The completed preliminary plans shall include a detailed construction cost estimate. The A/E is responsible to design the project within available budget and provide recommendations of deduct items as alternatives.

h. The A/E shall thoroughly study existing drawings and building design criteria and reports for exact implementation and coordination of all systems and components of the new renovations, and avoidance of construction conflicts. All features and systems shall conform to the existing design criteria of Building 100 which mandates runs of all utility systems, such as electrical and mechanical systems, air ducts, piping, conduits, etc., in the interstitial space only. Installations of equipment in the interstitial space are prohibited.

i. The A/E will coordinate and issue structural performance requirements as required by the medical equipment vendor.

3. DESIG N S UBMIT TALS:

a. After the predesign Floor Plan (15%) has been approved by the MEDVAMC, the A/E shall submit 35 percent, 75 percent, 95 percent, and final design bid packages per VA’s Program Guide, PG 18-15, Volume C, A/E Submission Instruction for review and approval. The VA will respond with comments within 15 calendar days after the receipt of each submittal.

b. Each submission will include two complete half-size sets of Drawings, one full-size Architectural Floor Plans, and two CD-ROMs.

c. Final submittals shall include two half-size sets and 1 full size set of Drawings and two CD- ROM discs for Drawings using REVIT (BIM) 2019 and AutoCAD latest version and Specifications using Microsoft Word latest version. All electronic submittals must adhere to VA requirements.

d. Room’s square footage and dimension must be indicated on the floor plan.

· Reduce Environmental Impact of Materials (Recycled Content, Bio- based Content, Construction Waste, Ozone Depleting Compounds)

b. Sustainable design features, activities and equivalencies are part of overall Federal policy to limit environmental impact and ensure the environmental compatibility of Federal facilities. It is the intent of the VA to make every reasonable and rational effort to meet these requirements. In the event the A/E concludes that implementation of specific sustainability requirements is not feasible (in that doing so creates major negative impacts on the project, including major overall cost increases, major operational feasibility issues, major technology application issues, etc.), a detailed rationale for limiting the use of the specific sustainability feature in question shall be submitted in writing to the Project Engineer for consideration. Such rationale shall include discussion of the significant negative impacts to the project. Cost comparisons and evaluations used in supporting the non-inclusion of required sustainability features must show an overwhelming life cycle rationale. Such exclusions shall not be implemented unless specifically approved by the Project Engineer.
