About this file
This Performance Work Statement (PWS) details pistol and rifle training requirements for the 57th Rescue Squadron (57 RQS), a USAF Guardian Angel Squadron based in Aviano, Italy. The training aims to enhance ground mobility capabilities and increase personnel survivability in aerially denied battlespaces, focusing on developing a strong tactical foundation through comprehensive weapons instruction.
The PWS specifies a five-day training program for 19 personnel, requiring a contractor to provide fully qualified English-speaking instructors experienced with Special Operations training. Key training components include pistol/rifle fundamentals, advanced shooting drills, barricade shooting, multiple target engagements, small team tactics, and gear selection. The contractor must supply ranges from 5m to 900m with steel reactive targets, motor vehicles for simulated engagements, cover/concealment barricades, 360-degree fire range spaces, moving targets, and low-light shooting training. Attendees will provide their own weapons, tactical clothing, and individual gear. Performance measures include completing 100% of practical instruction, providing all required facilities, and delivering recommended home station drills with a course completion certificate.

57th RESCUE SQUADRON
PERFORMANCE WORK STATEMENT
FOR:
PISTOL AND RIFLE TRAINING
Date: 7 January 2025
PERFORMANCE WORK STATEMENT FOR:
57th RQS COMBAT MOBILITY TRAINING
1.) OBJECTIVE
1.1. This Performance Work Statement defines the effort and execution required from the Contractor to provide instructional services, a training syllabus, facilities, and shooting ranges, to accomplish pistol and rifle training. This training will provide a strong foundation for various tactics/techniques/procedures (TTPs) 57th Operators are expected to be proficient with. This capability will increase member survivability in the event of Large-Scale Combat Operations (LSCO), and ultimately provide the Air Force a multipurpose, ground-based force multiplier capability.
1.2. 57th RQS Desired Learning Outcomes (DLOs) for this Pistol and Rifle Training are to learn and practice the following:
-Pistol/ Rifle fundamentals to include recoil management, immediate action drills, & sight presentation from the holster
-Advanced Pistol/ Rifle Drills to include rapid-aimed firing techniques, tactical & slide lock reloads.
- Barricade Shooting drills moving to and from cover & concealment to include vehicles, barriers, natural cover, and facades
- Multiple target engagements through pneumatic steel ranges to include tactical reload considerations.
- Small team tactics moving through a dynamic range, engaging targets from different shooting positions with rifle and Pistol.
- Techniques and instruction on proper gear selection.
2.) GENERAL
The Contractor must provide:
- Fully qualified instructors with experience instructing Special Operations personnel
- A training syllabus and schedule that accomplishes tasks outlined in section 3
- Pistol and Rifle shooting ranges from 5m to 900m with steel reactive targets
- A variety of shooting ranges to present different scenarios including 360 degree ranges
- Shooting standards testing both before and after the course to measure shooter improvement.
The training plan should be accomplished in five (5) workdays and be tailored to support nineteen (19) 57 RQS personnel.
3.) SERVICES REQUIRED
The 57 RQS is a USAF Guardian Angel Squadron based in Aviano, Italy. The Air Force has directed the unit to adjust tactics, techniques, and procedures to increase effectiveness and survivability in an aerially denied battlespace, including the capability to perform non-traditional rescue and special warfare tasks in an environment not permissible to fixed and rotary wing aircraft. Therefore, the 57 RQS is increasing their ground mobility capability and requires professional pistol and rifle instruction to develop a strong tactical foundation. The 57 RQS requires fully qualified instructors who have experience providing instruction to special operations personnel and understand the type of shooting, level of proficiency, and potential operational conditions 57 RQS personnel may need to employ weapons in. Furthermore, the 57 RQS requires the contractor provide multiple shooting ranges from 5m out to 900m with steel reactive targets, ranges that provide space sufficient to conduct movement exercises allowing for 360 degree weapons employment, and ranges to train employment in urban/populated scenarios.
