About this file

This document is an Outreach Plan for Certified Disadvantaged Businesses for a Request for Proposal (RFP) issued by the Oregon Health Authority (OHA) for Tobacco Prevention Governance Group Implementation & Facilitation Services. The RFP seeks proposals from qualified contractors to provide facilitation support for the implementation of a shared governance body for the Oregon Tobacco Prevention and Education Program. The Outreach Plan requires applicants to identify if they are a certified firm, list certified and non-certified firms they have had contract relationships with, and describe the steps they will take to solicit certified firms for subcontracting opportunities if awarded the contract. Applicants must also indicate their willingness to report the identities of subcontractors and subcontract values to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded the contract.

The RFP outlines that certified firms, which include minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses certified by COBID, must have an equal opportunity to participate in the performance of the contract. The Outreach Plan is intended to ensure certified firms are provided this equal opportunity, though the information submitted will not be scored as part of the evaluation process.
