About this file

This document is a Sole-Source Determination Memo from the Oregon Department of Human Services (ODHS) Child Welfare division, requesting the sole-source procurement of training and technical assistance services from the Parents as Teachers National Center, Inc. to deliver the Parents as Teachers home visiting model to ODHS contracted providers. The contractor will provide all training and technical assistance necessary to assist ODHS contracted providers in becoming program affiliates, as ODHS can only implement this service by contracting with this sole provider. The total estimated contract value is $800,000.00.

The findings indicate that the contractor owns the only Parents as Teachers curriculum and computer system necessary to collect data to demonstrate model fidelity, and there are no other Parents as Teachers training entities. The use of a brand name specification is justified as there is only one manufacturer or seller of the required product, and the efficient utilization of existing goods requires the acquisition of compatible goods or services. Protests are due within seven calendar days after the first date the notice is posted on OregonBuys.
