About this file
This document is a Sole Source Determination Memo from the Oregon Department of Human Services (ODHS), Child Welfare Division, requesting the purchase of the Family Spirit Home Visiting Program training and support services from the Johns Hopkins University. ODHS is purchasing this training and ongoing support to be provided to tribal home visitors throughout Oregon. The Family Spirit Home Visiting Program is an evidence-based practice approved by the Prevention Clearinghouse under the Family First Prevention Services Act. ODHS is seeking to affiliate Oregon tribal programs with the Johns Hopkins program to ensure ongoing fidelity to the program implementation.
The estimated total contract value is $250,000. ODHS has determined that the Johns Hopkins University is the sole source provider of the Family Spirit Home Visiting Program, as it developed and researched the viability of this home visiting program specific to the needs of Native American families. ODHS has found that the efficient utilization of this evidence-based program requires the acquisition of the compatible services from the Johns Hopkins University.
