About this file

The document is a Request for Proposal (RFP) No. 5712 issued by the Hartford Housing Authority (HACH) in Connecticut, seeking a co-developer for the comprehensive redevelopment of Mary Shepard Place, an existing 127-unit low-income public housing development. The RFP, released on January 5, 2022, with proposals due by February 3, 2022, at 2:00 PM EST, invites vendors to submit proposals for a Fee or Merchant Developer model that involves demolishing all nine residential buildings and the community center/maintenance building, followed by reconstructing a similar development. The solicitation was open to all vendors, with a vendor Q&A period from January 5 to January 24, 2022, and supporting documentation including a rent spreadsheet, site plan, and 2019 NEPA Report were provided to assist potential respondents.

The RFP does not specify a specific estimated total contract value or budget range for the redevelopment project. Delivery terms are set as Free On Board Destination with vendor-specified payment terms, and the authority reserves the right to make partial or full awards of the services. The primary contact for questions and bid submissions is Kim Cotharin at the Hartford Housing Authority, reachable at 860-723-8435 or bids@hartfordhousing.org. No explicit set-aside designations, incumbent vendor information, or specific funding sources were identified in the documentation. The overarching objective appears to be a comprehensive redevelopment that maintains the existing low-income housing capacity while potentially modernizing the physical infrastructure of the Mary Shepard Place development.
