About this file
This is a Performance Work Statement (PWS) for repair and calibration services of two spectrum analyzers required by the Nellis Precision Measurement Equipment Laboratory (Nellis PMEL), which operates under Air Combat Command (ACC).
The contractor must repair and calibrate a 50 GHz Spectrum Analyzer (Model E4448A, Serial Number SG46180397) and a 26.5 GHz Spectrum Analyzer (Model E4440A, Serial Number SG48250185) to original manufacturer specifications in accordance with T.O. 33K4-4-723-1. Key performance requirements include: (1) initial inspection and assessment to determine repair extent, with all identified repairs covered under the quoted cost; (2) use of trained factory technicians (not subcontractors) and factory-recommended replacement parts only; (3) comprehensive troubleshooting, repair, and testing services with all functionality tests performed post-repair to ensure manufacturer compliance; (4) a detailed, signed service report certifying performance requirement completion prior to invoicing; (5) provision of a comprehensive parts list with manufacturer part numbers, using only genuine or factory-approved parts; and (6) a minimum 90-day warranty on all services and parts. The service delivery timeline establishes an 8-step process with 2-week intervals for each phase: shipping (2 weeks), troubleshooting of both analyzers (4 weeks combined), repair and testing of both analyzers (4 weeks combined), calibration of both analyzers (4 weeks combined), and return shipping (2 weeks), totaling 16 weeks. Completion will enable Nellis PMEL to maintain testing capabilities for approximately 15 customer items while reducing delays of 80 to 120 days per item and associated shipping costs.
