About this file
This is a visual documentation file supporting a retail leasing opportunity issued by the City of Santa Cruz, California for commercial space at 57 Municipal Wharf. The file contains five photographs depicting the interior layout and conditions of the approximately 1,030 square-foot retail space available for lease. The images show the main room and back room of the facility, providing prospective proposers with visual reference of the space's current configuration, dimensions, and condition. A non-mandatory pre-proposal meeting is scheduled for February 10, 2026 at 1:00 PM via Microsoft Teams, with questions and clarifications due by February 11, 2026 at 12:00 PM. Proposals must be submitted electronically through the City's e-Procurement Portal by February 20, 2026 at 10:00 PM. The lease term consists of an initial period of one to five years with one to two optional extension periods of one to five years each, contingent upon the City's election and the tenant's full and faithful performance of lease obligations. Final square footage and layout details will be available in Spring 2026 due to planned adjacent restroom facility expansion that may reduce or modify the space.
The lease establishes a minimum base rent of $3,090 per month subject to annual increases, percentage rent at ten percent of gross sales, a security deposit of $6,180, a capital improvement contribution of one percent of monthly gross sales, and a potential Wharf Marketing and Promotion Fund contribution of 0.5% of annual gross sales. Tenants must obtain comprehensive insurance coverage including $2,000,000 commercial general liability per occurrence and become certified through the City's Green Business Program within six months of lease commencement. The RFP contains no specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor preferences, and is open to qualified proposers demonstrating a minimum of three years of retail management or business operations experience. Evaluation occurs in two phases: Phase 1 addresses RFP compliance, proposal content, retail concept and tenant improvements, experience and qualifications, operations and management, and financial statements; Phase 2 consists of interviews and oral presentations. The City reserves the right to reject any or all proposals and will initiate negotiations with the highest-ranked proposer.
