Initial Phasing Plan Review C. Developed Phasing Plan Review D. Final Phasing Plan VI. Schedule VII. Construction Period Services – Not Included VIII. CAD Requirements IX. Attachments - None

I. GENERAL INTENT:

Perform a study to investigate and document how the facility can completely renovate the existing imaging service area while maintaining services to the greatest extent possible. The study will produce a phasing plan and identify approach and issues and sequences of work.

II. SCOPE OF WORK:

This project will engage an Architectural Engineering (AE) firm to 3D scan all existing areas involved (including adjacent (lower and upper floors) and utility spaces) for accurate existing conditions, investigate and survey the existing imaging services and facility/services operations. Using the information and data gathered the A&E shall provide the following:

1. Study Report and weekly meetings/progress reports with issues log for tracking decisions and information gathering

2. Descriptive construction phasing scope of work

3. Revit BIM (Level of Detail 300 or higher) and 3D Phasing Plan Drawings

4. Edited Specifications for the phasing plan and special circumstances (including Commissioning requirements in the phased approach)

5. Draft commissioning plan for phased approach

6. Construction Cost Estimate per phase and total

7. Construction Schedule with all phases and commissioning requirements per each phase

The A&E team is responsible for coordinating with the Contracting Officer’s Representative (COR) and appropriate VA personnel.

This study must determine a phasing approach and requirements to renovate the imaging services area of Building 1 D-Wing while keeping services in operation to the greatest extent possible. Total existing imaging area is approximately 16,800 gross square feet.

The construction budget is not to exceed $18,000,000.00.

If some work is not possible by phasing, the final report/plan must identify all significant issues with phasing and suggested approaches to overcome.

III. MATERIALS PROVIDED TO AE AFTER AWARD:

A. PLANS:

Existing facility record drawings and files that are available will be provided for the AE’s use. NOTE: Not all record drawings exist which is why this scope requires the A&E to perform in-depth surveying and investigations on site which includes 3D scanning of all project related areas. The accuracy of facility conditions, records or as-built drawings will need to be completely field verified by the AE.

B. SPECIFICATIONS, STANDARDS, ETC:

The project shall be completed in accordance with this AE scope and all appropriate Department of Veterans Affairs (VA) standards, specifications, and other criteria otherwise required by the VA. The AE shall retrieve all VA design information and standards from the VA Facilities Web Site (http://www.cfm.va.gov/til/index.asp). Station level modified specifications for certain specification sections will be provided by the VA after the notice to proceed as been issued. These documents and all national, state and local codes adopted and used by the VA shall be incorporated in the design of this project and reflected in the construction cost estimate. The following references, as applicable, shall be utilized for planning and design purposes:

A. Master Construction Specifications (PG-18-1) B. Design and Construction Procedures (PG-18-3) C. Standard Details and CAD Standards (PG-18-4) D. Equipment Guide List (PG-18-5) E. Space Planning Criteria, and VA-Space & Equipment Planning System (PG-18-9) F. Design Manuals (PG-18-10) G. Design Guides (PG-18-12) H. Barrier Free Design Guide (PG-18-13) I. Room Finishes, Door, and Hardware Schedules (PG-18-14) J. Minimum Requirements for A/E Submissions (PG-18-15) K. Environmental Planning Guidance (PG-18-17) L. National Electric Code M. Life Safety Codes N. Government-furnished Record Drawings (AE to field verify conditions) O. National Fire Protection P. Underwriters Laboratory

IV. PROJECT AND DESIGN REQUIREMENTS:

A. GENERAL: These descriptions are to give a general scope and scale of efforts required and do not necessarily cover all VA design guide requirements.

1. Study Report with weekly meetings/progress reporting: This project requires the A&E to accomplish imaging service area investigation and survey. The A&E must ensure to verify how the area is operated electrically and mechanically to ensure the final phasing plan is feasible. Document all findings and information in a “Study Report”. Report format and information subject to the VA COR final approval and acceptance. The report will include a meetings, agendas, stie reports and issues log.

2. Phasing Plan Construction Statement of Work (This can be combined into the study report but must be a separate section of that report): Provide fully developed executive summary and scope of the construction phasing plan in MICROSOFT WORD format accessible by the VA.

3. Revit BIM and 3D Phasing Plan Drawings: Provide fully developed Phasing Plan Drawings in Revit BIM to the minimum level of detail (LOD) 300 (in a current Revit version accessible by the VA) and provide Revit Drawings and PDF drawings electronically and in hard copy. Hard copy drawings shall be plotted at 1/8" or 1/4" scale, minimum.

4. Specifications for Construction Phasing Plan: These are only expected to be General specs for overall and significant disciplines to outline unique and special requirements for phasing for the construction and major disciplines involved including commissioning. Edited general specification(s) in a MICROSOFT WORD format accessible by the VA.

5. Draft Commissioning Plan: This plan shall reflect commissioning specification requirements and general commissioning plan fields to be completed by a design team if and when this moves to a design stage. Provide plan in MICROSOFT WORD format.

6. Phased Construction Cost Estimate: Expectation is to provide estimate of construction for phasing plan. This is to be developed as the study progresses. Estimate should indicate approximate cost per phase and an overall total. Estimate must consider VA cost guide and escalations as well as identify any significant risks or assumptions. Provide in an excel format document or other similar format as approved by VA COR.

7. Phasing Plan Construction Schedule outlining all major projects tasks and phases with estimated durations for each. This shall include notice to proceed date, submittal process, mobilization, major tasks and/or discipline work events, phasing, significant inspections/commissioning events, closeout, turn-over and de-mobilization. Provide an excel type project schedule chart outlining a generic construction schedule for this project. Final schedule to be approved by VA COR.

B. ADDITIONAL ITEMS:

1. Provide any unique/unusual details that the final phasing plan may require. An example would be if the existing large imaging equipment relocation requires opening existing walls or taking out doorways to relocate. Intent would have some general means and method identified in the plan that another designer could use as a basis for design and developing the phasing plan that will include.

2. HVAC plan with supply, return, exhaust ducting and any changes needed per phase to support final phasing plan.

3. Any temporary measures needed to support the final phasing plan for additional HVAC, electrical or data/communications. This also would include barriers and signage. Address infection control and interim life safety measures.
