About this file

This file is a comprehensive project manual and specifications document for the Upgrade Multiple Parking Lots project at the Fayetteville VA Medical Center in Arkansas. The project involves upgrading multiple parking lots (designated as Lots C, 3G, M, MC, P, and Q) through demolition, earthwork, asphalt paving, seal coating, and pavement markings. The project is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238990, with a construction cost range between $500,000 and $1,000,000.

Key project details include a planned RFP posting date of 12 May 2025, with proposals due 12 June 2025 and an anticipated contract award approximately 30 calendar days thereafter. The recommended contract period is 180 calendar days after the Notice to Proceed. The project requires the contractor to provide all labor, materials, equipment, and expertise to complete the parking lot upgrades at the Veterans Health Care System of the Ozarks, located at 1100 North College Avenue in Fayetteville, Arkansas. Interested offerors must be verified SDVOSB vendors in VetCert and registered in the System for Award Management (SAM), with a mandatory site visit scheduled for 20 May 2025 at 10:00 am local time.

3. Logic, time and cost data for change orders, and supplemental agreements that are to be incorporated into the Project Schedule.

4. Changes in activity/event sequence and/or duration which have been made, pursuant to the provisions of following Article, ADJUSTMENT OF

Submission of proof based on revised activity/event logic, durations (in work days) and costs is obligatory to any approvals. The schedule must clearly display that the Contractor has used, in full, all the float time available for the work involved in this request. The Contracting
