About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) from the Department of Veterans Affairs, VISN 10, Richard L. Roudebush VA Medical Center.

The justification outlines the requirement for the emergency replacement and reconditioning of a power module (Power-Top) for a critical chiller unit at the medical center. The current module has failed, requiring immediate attention to ensure continuous operation of the chiller, which is essential for the facility's operations. Due to the urgent and specialized nature of the repair, the contracting officer determined that only one source, Johnson Controls Inc., could provide the necessary services, and awarded a contract for $58,349.00 on 2024-08-12.

Roudebush VA Medical Center, submits to Network Contracting Office (NCO) 10, located at 6100 Oak Tree Blvd., Suite 490, Independence, OH 44131 for Emergency Chiller Repair RLRVAMC. The funding request for this requirement is through PR-IFCAP 583-24-4-663-0285 in the amount of $58,349.00.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Richard L. Roudebush VA Medical Center requires the replacement and reconditioning of a power module (Power-Top) for an essential chiller unit.

The current module has failed and requires immediate attention to ensure the continuous operation of the chiller, which is critical for the facility’s operations. This SOW outlines the tasks to be performed by the contractor, including the rental and replacement of the power module, reconditioning of the failed module, and final reinstatement of the reconditioned module.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The power module (Power-Top) for the chiller unit has failed and needs immediate replacement as it is a crucial part of the air conditioning system for the entire Richard L. Roudebush VAMC. With this part failing, our system is working at a significantly diminished capacity which can cause infection control issues for patients, improper patient room air balancing and poor working conditions to for our employees and our ability to conduct top level healthcare services for our Veterans. Furthermore this puts increased strain on the remaining chiller units which could lead to their untimely failure thus resulting in hazardous conditions for our Veterans and employees as we are still in Summer heat conditions for the next 6 weeks that could extend into the Fall. As such the replacement of this power module is an emergency prolonged increased strain on the remaining operational chiller unit will effect the lives and safety of our Veterans and employees.

4. Description of market research conducted and results or statement why it was not conducted:

- A VetCert Database search was completed using NAICS 238220 – 1924 Results. The ability to examine or analyze them further is restricted by its single search parameter within a limited menu of options.

- The AbilityOne Services List was reviewed. None of the services listed are compatible with the services needed.

- An SBA DSBS search was completed using NAICS Code 238220 and the search term ‘air’, 14 small business contractors were identified in that search.

- COR requested quotes from vendors however only received one quote back from a vendor that could complete the necessary services on an emergent basis.
