About this file
This is an RFP Addendum issued by East Carolina University through the North Carolina Department of Materials Management for Student Banking Services. The addendum revises the RFP schedule and adds a non-mandatory pre-proposal conference to the solicitation timeline. Key dates have been adjusted, with the pre-proposal conference now scheduled for May 14, 2026 at 10:30 AM Eastern Time via Microsoft Teams, the second round of written vendor questions due by May 21, 2026 at 5:00 PM ET, ECU responses to vendor questions due by May 29, 2026 at 5:00 PM ET, and the proposal submission deadline extended to June 11, 2026 at 2:00 PM ET. The contract award is estimated between July 15 and August 1, 2026, with an estimated effective date of August 1, 2026. The initial contract term is three years with options for two additional one-year renewals. Vendors are strongly urged to attend the pre-proposal conference to familiarize themselves with RFP conditions and requirements, with the meeting accessible via the provided Microsoft Teams link and meeting ID.
All vendors submitting proposals must return the completed addendum via the North Carolina electronic Vendor Portal (eVP) system as part of their bid response, indicating whether their bid has already been submitted, whether changes resulted from the addendum, or whether the bid has not yet been submitted with any changes incorporated. Failure to submit the executed addendum could result in rejection of the proposal. Vendors must select the appropriate category on the addendum form and provide their business name, address, authorized signature, date, and typed name and title. Any information released during the pre-proposal conference that conflicts with or supersedes RFP requirements must be confirmed by written addendum to be considered part of the contract.
