1. Do organizations that are registered in the US and apply for this notice of funding opportunity as the lead applicant also need to be registered as organizations in Uganda?

U.S. Organizations do not need to be registered in Uganda for grant consideration.

2. Where can I find these document templates: Budget template, Gantt chart template and Past Performance References?

This question appears to be related to a different NOFO. All the requirements for responding to the PVE NOFO can be found at DOS-UG-PAS-FY20-1, Section III “Application Submission”

3. Can we bid for this opportunity with two other CSOs?

If you choose to work with program partners, the NOFO states:

Program Partners: List the names and type of involvement/contribution of key partner organizations, and agreements with sub-awardees, if the implementing partner plans to work with sub-awardees. If sub-awards, the proposal should explain any proposed sub-awards or partnerships which will be used to address the project’s objectives.

4. I would like to incorporate a Covid19 recovery plan in my proposal, would this be good?

COVID-19 related planning may be taken into account under the following evaluation criteria but is not a requirement of the NOFO:

Program Planning/Ability to Achieve Objectives – Goals and objectives are clearly stated and program approach is likely to provide maximum impact in achieving the proposed results.

5. DoS requirements requires an intimidating list of attachments, it is difficult to see how we would have the resources to bid for these opportunities.

Proposal requirements differ based on the based on the complexity of the proposal.

6. The gender analysis of conflict: the guidelines refer only to the attachment. The attachment simply presents a matrix of questions. Are we expected to address these questions? This would potentially be an extensive task.

Applicants are not asked to include the results of a gender analysis with their proposal, only to include that this analysis will be incorporated during initial start-up of the grant.

7. Our logic model plan would be indicative only at this stage, as we envisage finalizing the detail in the inception period. Is this acceptable?

The logic model plan should reflect the applicant’s proposed approach and will be finalized during the inception period, and revisited on a periodic basis to ensure that it reflects the most up-to-date understanding of the conflict dynamics.

8. Who falls under ‘public international organizations’?

A public international organization (PIO) is an organization entitled to enjoy privileges, exemptions, and immunities as an international organization under the International Organizations Immunities Act (22 USC § 288 et. seq. (2017)) or is otherwise determined to be a PIO based in consultation with the State Department’s Office of the Legal Adviser.

Please note attachment 3 (the logic framework template) referenced in the NOFO is added under related documents
