Text version

Provide all materials, labor and equipment required to design, manufacture and deliver a complete precast concrete culvert system as described here within the timeframe outlined.

The culvert will be used as a passageway and is not intended as a drainage structure. Tactical vehicle traffic will be travelling over the structure.

Proposal Submission Requirements

In addition to cost data, the proposals shall include engineer approved and stamped shop drawings for government review and acceptance. Drawings shall provide all relevant dimensions and weights necessary to determine compliance with the technical criteria outlined here. This information shall be included in order to allow the government to determine technical acceptability of the proposed culvert system.

The government reserves the right to refuse a contract or terminate a contract at NO additional cost if the contractor fails to comply with submittal requirements or technical requirement outlined here.

Government will review signed shop drawings for compliance with technical requirements prior to award. Contractor assumes liability for any non‐compliant fabrication conducted prior to government acceptance. Any re‐work resulting from non‐conforming design will be resolved at no additional expense to the government.

General Design Criteria

Working day is defined as Monday through Friday 0900 to 1700 excluding Federal Holidays.

Entire culvert system shall be designed for AASHTO HL‐93 vehicle loading.

For this particular application, the government sees value in a product that minimizes the amount of ground cover required on top of the culvert. The government shall reserve the right, if desired, to prioritize this technical requirement over cost.

In order to achieve AASHTO HL‐93 loading, a minimum acceptable ground cover is zero (no ground cover is necessary). Maximum acceptable ground cover is 18”. Required ground cover shall be explicitly stated in the shop drawings if it is needed to achieve the HL‐93 loading requirement. If applicable, any base course design requirements necessary to achieve the HL‐93 rating shall also be explicitly called out in the shop drawings.

This contract is for the culvert system only. Aggregate, geocomposite wall drains, separate drainage systems, and other elements are NOT included in the scope of this requirement.

Use of standard sections is encouraged but not necessary in order to ensure fabrication timeline does

NOT impede on time delivery. Use of a standard section will only be acceptable if ALL other criteria outlined here are met.

Special openings (electrical/drainage/utility pathways etc.), are NOT needed for this culvert.

Length/ Weight

Provide the necessary number of precast concrete culvert sections to produce a continuous culvert between 28 ft and 32 ft long. Compatible backer Rod and/or sealant shall be provided at the joints as part of the culvert system. Any other bolts, connectors, joint wraps, or other similar elements needed to join the sections into a complete system shall be included.

Though there is no length restriction for any individual precast section, each shall not exceed 7200 lbs in weight.

Height

Overall vertical height of the top slab shall be less than 12”.

Inside vertical dimension of culvert (clear height inside dimension) will have a height greater than 5’‐0” clear but no more than 7’‐0”.

Width

Overall horizontal width (outside dimension) shall be less than or equal to 6’‐0”.

Inside horizontal dimension of culvert (clear width inside dimension) shall be a minimum of 4’‐0”.

Chamfered inside corners will not be considered in this calculation unless they reduce that overall clear floor space by more than 12” total.

Manufacturing

Manufactured product shall conform to all requirements outlined here, and shall be consistent with the shop drawings provided to the government.

Delivery

Deliver shall be provided to the OP‐10 training area at Fort Lewis WA. The delivery site is located approximately 10 miles from the intersection of 507 (Spanaway‐McKenna Highway) and East Gate Road.

Roadways are maintained asphalt and gravel roads up to the construction site entrance. Some mud and minor potholes may be encountered on the final approach (approximately last ¼ mile).

As no address is available for this construction site, specific time and location instructions must be coordinated with Government technical representative one full business day before delivery is made.

Delivery will be during regular business hours.

Assume that offloading of sections will require an average of 1.5 hours per truck.

Offloading by contractor is preferred though offloading by government is possible. If government support is requested, this requirement will need to be provided to the government’s technical representative one full business day before delivery is made.

Deliver culvert to JBLM OP‐10 site *** No later than 28 MAR 2019 ***. Contract solicitation period, shop drawing review period, fabrication, and cure time shall be considered. Early delivery is preferred.

Full design strength of concrete is not necessary at time of delivery if as long as the live loads of moving and lifting the sections will NOT compromise the long term integrity of sections. HL‐93 loading is necessary after the cure time is complete. On site cure time shall not impede immediate assembly, backfilling and emplacement of the culvert system. If additional cure time on site is required to achieve design strength the required period of time shall be made clear to the government technical representative at the time of delivery.

Government Technical Representative.

Contact information for the Government’s technical representative will be provided at award.
