About this file
This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS), Office of Contracts and Procurement, for the procurement of reporting and analysis services related to youth homelessness reduction. The ODHS Office of Self-Sufficiency Programs seeks to contract with the Corporation for Supportive Housing to develop a formal Report and Recommendations for inclusion in the agency's Youth Experiencing Homelessness Program's Annual Legislative Report, as mandated by 2022 HB4013. The service scope requires the contractor to conduct predictive analysis and provide specific recommendations that build upon a previously completed Housing Needs Assessment Summary Report. The estimated total contract value is $75,000, with a sole source number of 5475/S-10000-00003549. Protests regarding this sole source determination must be submitted within seven calendar days after the first posting date on OregonBuys to the Oregon Department of Human Services Office of Contracts and Procurement.
The ODHS justified the sole source procurement under ORS 279B.075, determining that the Corporation for Supportive Housing is the only source capable of meeting the requirement due to the legislatively mandated quick turnaround of less than six months and the necessity for consistency with the previously completed Housing Needs Assessment. The contractor's existing knowledge of Oregon's youth homelessness needs, established relationships with state agencies, and demonstrated expertise in providing predictive analysis and technical assistance across multiple states and municipalities make them uniquely qualified. The procurement was initiated on June 10, 2022, and was approved by the Designated Procurement Officer Kirk N. Rhoades through electronic signature via ORPIN. No specific contract term duration or renewal options are detailed in the determination memo.

DAS Delegation 649-11, as amended
Estimated total contract value: $75,000
Description of goods or services: Legislatively required Reporting and Projection Analysis on reducing youth homelessness
1. Background: This sole source justification applies to the purchase of:
a) The Contract to be covered under this sole source would be with the Corporation for Supportive Housing, herein after referred to as “Contractor”.
b) The Service would include Contractor creating a formal Report and Recommendations for inclusion in ODHS’ Youth Experiencing Homelessness Program’s Annual Legislative Report, that outlines specific requirements as outlined in 2022 HB4013 and builds off of previous Housing Needs Assessment Summary Report.
c) The Contractor currently does predictive analysis in the youth homelessness sphere with multiple states and municipalities across the country. Given the fact that they created Oregon’s Housing Needs Assessment Summary, and this https://www.oregon.gov/dhs/CHILDREN/Homeless-Youth/Documents/CSH-YH-Needs.pdf https://www.oregon.gov/dhs/CHILDREN/Homeless-Youth/Documents/CSH-YH-Needs.pdf
Legislative requirement was structured on this process, the identified Contractor would be able to provide consistency in reporting, utilize previously established engagements and connections, and able to adhere to timely completion given their knowledge on Oregon’s needs.

Agency reserves the right to purchase additional services, or training.
3. Written findings of fact (market research):
The findings below must include factual information supporting the determination that meet the sole source requirement in statute.
Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services. Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.
For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts.
Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:
Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.
or Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.
or Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project.
or
Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source.
The requirement to obtain these Services comes directly from the Legislature and has a quick turnaround of less than 6 months. The request was based on the results from Oregon’s Housing Needs Assessment, a planning process and subsequent report that were recently completed over a span of 12 months by the same Contractor. As this requirement is built off of the work that was already completed by the Contractor, utilizing the same Contractor would be the only prudent way to provide consistency in reporting outcomes and recommendations, utilize previously established engagements and connections, and adhere to timely completion. Contractor also already does predictive analysis and provides technical assistance in the youth homelessness sphere with multiple states and municipalities across the country. They are the only source with this level of knowledge on Oregon’s youth homelessness needs and the Housing Needs Assessment that the Legislative requirement is built from.
