About this file
This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health & Environmental Control (DHEC) for the removal of underground storage tanks (USTs) from abandoned UST facilities across South Carolina. The solicitation seeks a contractor to provide comprehensive environmental remediation services including UST removal, site assessment, soil and groundwater sampling, installation of monitoring wells, and site restoration. The original bid opening date of February 27, 2024, was extended to March 5, 2024, at 2:30 PM ET, with award posting extended to March 12, 2024. The contract start date was revised from March 13, 2024, to March 20, 2024, with completion extended from May 24, 2024, to July 31, 2024. A non-mandatory prebid conference was held on February 14, 2024, via Microsoft Teams. Offerors must submit one copy of their bid online at www.procurement.sc.gov and must acknowledge receipt of this amendment on Page Two of their offer. Bids must cover the entire scope of work across all identified sites; partial bids on assessment portions only are not acceptable.
Pricing is based on environmental and regulatory data, SUPERB rates, and Tier I investigation assessments with no predetermined budget limit. The state indicated that no performance and payment bond is required based on the Qualification of Offeror section on Page 20 of the original solicitation, though letters of credit or other security may be requested. The contractor is responsible for all costs including third-party compaction verification services, monitoring well installation, site mapping, ground-penetrating radar (GPR) for tank location if needed, resurfacing material calculations, and temporary business permits. Technical files for the four UST sites have been uploaded to the DHEC website; two sites (permits 11160 and 09573) have only regulatory files available. Change orders are available for additional fill material if tank sizes prove inaccurate, and site access and completion timelines will be determined on a case-by-case basis where tanks cannot be located or accessed.

Changes
BID OPENING DATE IS EXTENDED FROM 02/27/2024 to MARCH 5, 2024 at 2:30 pm ET.
AWARD POSTING DATE IS EXTENDED FROM 03/05/2024 to MARCH 12, 2024.
ESTIMATED CONTRACT START DATE IS CHANGED FROM Start date: 03/13/2024 End date:
05/24/2024 TO 3/20/2024 TO 7/31/2024
The following prospective offeror questions and agency responses are hereby incorporated into the solicitation:
1. What is the estimated budget for this project?
State’s Response: There is not an estimated budget. Line items are based off the environmental data, regulatory data, SUPERB rates, and the Tier I investigation assessment.
2. I called FOI about getting the technical files for this bid. I was told it is 35 calendar days if I were to get them sent to me online and was told if I came to review them it could be up to 2 weeks to pull them for me to review (it depends on if the files are greater than 24 months). Is there any help that can be provided to expedite this or maybe put them online for us to review? With the above timeline I am not sure we would be able to review them before the bid is due.
State’s Response: Technical files have been uploaded to the following site:
https://scdhec.gov/environment/land-management/underground-storage-tanks/release-assessment-clean/active-corrective-0
Please note that 11160 and 09573 do not have technical files, they only have regulatory files.
3. Request clarification on section 3.3.10.1. The site surface area shall be restored to the original condition, including repaving, etc. Very seldom have I ever seen them repaved or concreted. I just wanted to be sure that I understood this correctly so that I include it in the quote if required.
State’s Response:
Yes, if the site current condition is asphalt or concrete then the site will need to be restored to that surface condition.
4. Will the state consider extending the timeline for the work to be completed?
State’s Response: Yes, New contract dates are as follows:
Submit Offer by: 03/05/2024 1430 PM Award date: 03/12/2024 Contract Start date: 3/20/2024 End date: 7/31/2024.
5. If the site has an active release with monitoring wells onsite including near the tank pit, are we responsible for well replacement if we damage or destroy the well during the UST removals?
State’s Response: Yes. If you anticipate needing to abandon a well to prevent destruction, please reach out to the appropriate project manager.
6. If the site has an active release with monitoring wells onsite near the tank pit, are we allowed to sample any well that may help us with our initial site assessment?
State’s Response: Yes. Please notify the appropriate PM should this be planned. This does not remove any requirements for soil sampling, grab sampling or installation of permanent monitoring wells without prior approval.
7. Is the completion date of May 24, 2024, a firm date? Would you allow all site activities to be completed by May 24 but allow an additional 30 days to submit all reports?
State’s Response: End date has been extended to 7/31/2024.
8. The UST registry identifies the 4 tanks at UST Permit No. 05289 of being abandoned by removal on 11/11/91. Please confirm this is an error.
State’s Response: This was an error and has been corrected.
9. How much effort should be made to locate the tanks on an overgrown abandoned property if the tank locations aren’t easily determined? Will you pay/allow for GPR to locate them? If so, would this be a change order, or should it be added into our proposal?
State’s Response: This could be included in the proposal for the sites that need this consideration.
https://scdhec.gov/environment/land-management/underground-storage-tanks/release-assessment-clean/active-corrective-0 https://scdhec.gov/environment/land-management/underground-storage-tanks/release-assessment-clean/active-corrective-0
10. Many municipalities in SC require a temp business license and UST removal permits, which take time and may cost delays.
State’s Response: A tank and sludge disposal form must be submitted and approved prior to tank removal. The typical turn around time is 3 days. The state has extended the timeframe for completion of this project.
11. Can the May 31, 2024, date be pushed back?
State’s Response: Yes, New contract period is as follows:
Start date: 3/13/2024 End date: 7/31/2024.
12. Will it be possible to move immediately from one site to another?
State’s Response: Per 3.1.5 of the solicitation, the contractor will submit a work schedule and completed plan within 15 days from the date of the award. Therefore, the contractor will determine their ability to move immediately from one site to the next.
The contract includes bids for mobilization to and from the sites.
13. The link to the technical files was missing, UST Permit #11160 Stuckey’s Choctawhatchee
SC, UST Permit # 09573 Curlee Wingate Hartsville SC, UST Permit #8299 no site map, just location map, does DHEC have map with UST location, UST Permit #04877 Waren Green Yemassee SC, no files.
State’s Response:
11160 and 09573 – No technical files 08299, 04877– Updates have been provided to the website. All available technical files have been uploaded.
14. Can DHEC provide specs and volumes of resurfacing material for each site if required
(concrete/asphalt thickness, psi/ is rebar or mesh needed, base coat and top coat)?
State’s Response: Calculations for volumes of resurfacing material will be the responsibility of the contractor.
15. Due to existing site conditions, the surface material will be damaged by the use of heavy equipment (will contractor be responsible for additional damage due to existing site conditions). Can the disturbed areas be capped with ABC stone?
State’s Response: All sites must be returned to pre-existing condition to the extent practicable.
16. If tank sizes are inaccurate will DHEC pay for additional fill material?
State’s Response: Yes, a change order can be completed. All tank estimates are based on registration information.
17. Do we need to provide a P&P Bond?
State’s Response: Please see QUALIFICATION OF OFFEROR, Page 20 of solicitation
18. Is there a requirement for letter of credit?
State’s Response: Please see QUALIFICATION OF OFFEROR, Page 20 of solicitation.
If requested, offeror must make available any security, e.g., letter of credit, performance bond, parent-company corporate guaranty, that you offer to provide.
19. States a three proctors for each site by a 3rd party, is DHEC providing this service and cost?
State’s Response: It is the responsibility of the contractor to procure the services of a third-party for compaction verification.
20. Do we need to bid on entirety of scope, or can we just bid on the assessment portion?
State’s Response: Bid must be for the entire scope.
21. On the scope of the solicitation UST Permit #09573 lists the UST size as 500 gallons but on the bidding schedule it lists 550 gallons for removal and disposal of UST contents – which one is correct?
State’s Response: Our database has the tank registered as 500 gallons.
22. For estimating purposes, is the removal and disposal of the UST contents equal to the total tank volume as indicated in the solicitation?
State’s Response: Yes, the tanks may be full of water/product.
23. Can you tell us which two sites you were unable to locate the USTs?
State’s Response: Site #08299, we located 3 of the 4 tanks. Site #04887, we could not locate the tanks.
24. As I was walking the sites yesterday, I came across a couple things that I would like to get clarity on.
US Permit #04887
This entire area is under water. There seems to be lots of flooding in that area, and I was unable to locate anything that would or could be used as a visual reference.
a. What will be the process if access to the tanks cannot be attained?
State’s Response: Google Maps does not recognize the tax map address (Hampton tax map parcel # 088-00-02-032) – the GPS coordinates are 32.62835, -80.88490.
It will be determined on a case-by-case basis if tanks cannot be found or accessed.
b. With such a tight timeline could there be an end date adjustment?
State’s Response: Yes, New contract period is as follows:
Start date: 3/20/2024 End date: 7/31/2024.
c. Will it be necessary to return vegetation as well?
State’s Response: All sites must be returned to pre-existing condition to the extent practicable.
25. In general, many of these sites have overgrown vegetation should we price to clear the areas? We are putting concrete back in are we required to add some vegetation back as well?
State’s Response: Any work necessary to access and remove the tanks is the responsibility of the contractor. All sites must be returned to pre-existing condition to the extent practicable.
26. Section 3.3.9.2 requires the installation of three monitoring wells for the purpose of collecting groundwater samples. How will the location of these monitoring wells be determined?
State’s Response: Each site will need to have a workplan proposed and the locations approved by the division prior to beginning the assessment portion.
27. Are the monitoring wells to be installed required to be standard 2" diameter with 10' screens, or can alternative construction (i.e. smaller diameter prepacked screens) be used?
State’s Response: Any deviation from the standard construction outlined in the UST Management QAPP 4.0 must receive prior approval.
28. Section 3.3.10 requires backfill to be compacted to 90 percent of standard proctor as verified by third party compaction results. Who will be responsible for hiring and paying the third party? Payment from the contractor to the third party could potentially indicate a conflict of interest.
State’s Response: It is the responsibility of the contractor to procure the services of a third-party for compaction verification.
29. Will SC Dhec be providing a consultant to test compaction while during backfilling and compaction of UST excavation. This is in reference to 3.310 Page 15.
State’s Response: It is the responsibility of the contractor to procure the services of a third-party for compaction verification.
30. Can we install 1-inch wells for the assessments?
State’s Response: No. Please refer to UST QAPP 4.0 for monitoring well guidelines.
