United States Department of Agriculture
Rural Development
Kentucky State Office
NEW VENDOR PACKET
Revised 09-17-2009 TO: Vendors/contractors doing business or seeking business with USDA Rural Development, Kentucky State Office.
Thank you for your interest in doing business with USDA, Rural Development, Kentucky State Office. We value our network of vendors and hope to do business with you.
The Federal Government’s procurement regulations that control how we purchase services, require that vendors be registered in two (2) electronic systems before we can issue purchase orders to you. Those two systems are:
1. CCR (Central Contractor Registration) system, (be sure you do NOT opt out of public view when registering in CCR or renewing your registration. If you do so we cannot see your registration and cannot issue any purchase orders to you) and
2. ORCA (On Line Representations and Certifications Application)
The US Department of Agriculture also requires you to be registered for a VID (Vendor Identification Number) in order to be paid, so we will not issue purchase orders to vendors who do not have a VID number.
By law and regulation, I am not permitted to issue a purchase order or Blanket Purchase Agreement (BPA) to a company unless they are properly and currently registered in the above 3 noted systems. Also please note that the CCR and ORCA registrations expire every 12 months. You cannot receive a purchase order or BPA if your registration is expired.
The remainder of this letter describes the various systems, and registration procedures. The letter also contains a copy of our CCR/ORCA Registration Confirmation Form and the FFIS VENDOR CODE REQUEST Form to return.
After you register in CCR and ORCA you may FAX the CCR/ORCA Registration Confirmation Form and the FFIS VENDOR CODE REQUEST Form to 859-224-7339.
CHANGE TO PROCEDURES 10-30-2005
Beginning October 30, 2005 the Federal Government began a validation process to assure that your TIN and Taxpayer Name combination in CCR Exactly matches the TIN and Taxpayer name used in Federal Tax matters. In a phone call to the IRS on Nov 1, 2005 we were advised that you should use the exact format of your name as it was last used on Page 1 of your last Federal Tax return. Your payment will be delayed, without being eligible for penalty interest, if your vendor name and address and banking information in CCR do not exactly match the information on your “FFIS Vendor Code Request” form.
We recently learned of some help you can receive if you are having trouble completing your CCR and/or ORCA registrations. You can contact

CCR-NEW REGISTRATIONS
IMPORTANT NOTICE REGARDING CCR REGISTRATIONS AND RENEWALS:
Even though the CCR system will give you the option to “Opt Out” of public view of your record and may tell you that Government Agencies will still be able to view your data, that information is NOT TRUE. If you “opt out” of public view, you are also making it impossible for our office to view your record. Our office is not permitted to issue any purchase orders to you unless we view your CCR record and verify that you are registered in CCR and that your CCR registration is still current. On July 10, 2009 the staff at the CCR Help desk informed me that even they cannot see your record. So, if you wish to receive any purchase order from our office you must not “opt out” of public view.
If you are not already registered in the CCR system, go to the web site www.ccr.gov and click on “Start New Registration”. To register you will need a DUNS number. A DUNS number is a unique number issued to each business by Dun and Bradstreet Corporation in cooperation with the US Government. If you do not have a DUNS number, or do not know your DUNS number, please call Dun and Bradstreet at 1-866-705-5711. Both the call and the DUNS number are free, although we have received information that Dunn and Bradstreet may charge for expedited service if a DUNS number is not already assigned to your company. Dunn and Bradstreet is a commercial firm and they may also try to sell you services. You do not have to buy any services in order t receive a DUNS Number. If Dunn and Bradstreet issues you a new DUNS number you must generally wait 24 to 48 hours before beginning your registration in the CCR. Getting a new DUNS number may take weeks, so don’t wait. Call Dunn & Bradstreet at 1-866-705-5711 right away.
If your DUNS number already existed and you just did not know you had a DUNS number, you can generally register in CCR right away. CCR will ask you for the NAICS Codes (North American Industry Classification System) and SIC codes (U.S. Standard Industrial Classification) for which you wish to register. To save you time, we extracted the common codes for the services we procure. They are included in an attachment to this letter. You can register for as many codes as you wish.
When completing your CCR registration be sure that your TIN (Taxpayer Identification Number –or social security number if you use that instead of a TIN) and Taxpayer Name that you used on your last Federal Income Tax return exactly matches what you enter in CCR and on the FFIS Vendor Code Request Form. If these do not exactly match your registration may fail, or be delayed. This often results in a CCR status of “IRS Consent Validation Failed”. This status may occur several days after you complete your CCR registration. If this message is present, we cannot issue a new Purchase Order of BPA to you. If you have difficulty registering or renewing your CCR registration, click on the HELP link and call the phone number given for the CCR Assistance Center.
TPIN NUMBER:
A TPIN number is your secret pass code to get back into your CCR record in order to make changes, and to renew your CCR registration. The TPIN is created during our CCR registration. Be sure to make a record of your TPIN number. You will need it later. The contracting staff has no way to know your TPIN so please do not call this office for your TPIN.
MPIN NUMBER:
A MPIN number is your secret pass code to get into your ORCA record in order to either initially register in ORCA, make changes, and to renew your ORCA registration. The MPIN is created during our CCR registration. Be sure to make a record of your MPIN number. You will need it later. The contracting staff has no way to know your MPIN so please do not call this office for your MPIN.
DO YOU NEED HELP WITH CCR or ORCA REGISTRATIONS?
If you need help with your CCR or ORCA registrations, click the “HELP” features in the systems. Our staff at this office cannot see your data until it is entered and accepted by the CCR and ORCA systems, so it is not likely that we can offer any useful assistance. The HELP staff at CCR and ORCA will be able to provide much more useful help.
CLAIM YOUR BUSINESS’ PREFERENCE PROGRAM ADVANTAGE
When registering in CCR and/or ORCA or updating your information, please assure that you indicate any applicable small business size status or other preference such as woman owned, small business, minority owned, veteran owned, service disabled veteran owned, HUBZONE, etc. We can only give you the preferential treatment for which you qualify if you claim it. Claim as many preferences as are appropriate for your company.
CCR-UPDATES/RENEWALS
IMPORTANT NOTICE REGARDING CCR REGISTRATIONS AND RENEWALS:
Even though when you are renewing your CCR registration the CCR system will give you the option to “Opt Out” of public view of your record and may tell you that Government Agencies will still be able to view your data, that information is NOT TRUE.
If you are already registered in CCR check to assure that your registration is active. If you did not update or renew your registration within the last 12 months, your registration is inactive, and we will not be able to issue purchase orders or a BPA (Blanket Purchase Agreement) to you.
To renew your CCR registration, go the web site www.ccr.gov and click on “Update or Renew Registrations”. Click on the first button to indicate that your are NOT a US Federal Government entity and then click “continue”. If you already created a CCR User ID and password then click “User Account Login”. Otherwise, enter your DUNS# and TPIN. NOTE: You may have to create a CCR User ID and Password before you can proceed. If so the system will prompt you.
If you lost your TPIN you can request that it be sent to you by clicking on the link “Don't know your TPIN? Click here for a TPIN request.”
ORCA (On Line Certifications and Representations Application) ORCA is a US Government wide system started in 2005. As noted above, even if you are registered in CCR you must also be registered in ORCA to receive purchase orders or BPAs. To register in ORCA you will need your DUNS number (discussed above), and your MPIN (Marketing Personal Identification Number). Your MPIN number is the 9 digit code that can be found in your CCR record. It is not the same thing as your TPIN. If you have difficulty registering or renewing your ORCA registration, click on the ASSISTANCE link for the ORCA Help Desk and send them an Email. They do not accept telephone calls, not even from our office, so we cannot intervene for you.
If you just registered a new CCR record, you created your own MPIN.
If you previously registered for CCR, the MPIN might have been created for you and is located in your CCR record. To find your MPIN log into www.ccr.gov
Click on “Update or Renew Registrations”.
Click on the appropriate “radio button”.
Enter your DUNS # and your TPIN number and click “LOG IN”.
Click on “Points of Contact” on the left side of the screen.
Scroll down to the bottom of that section. Your MPIN should be located in the section titled
Marketing Personal Identification Number.
If a number is not already entered, enter a number. Directions on composing a MPIN number are on the screen.
REGISTERING IN THE ORCA SYSTEM
You generally have to wait 1 to 2 nights after completing your CCR registration before you can begin your ORCA registration.
With your DUNS number and MPIN number, go to the web site www.orca.bpn.gov
Different web browsers seem to like things in different formats. Try either of these 2 links. One of these formats should work: http://orca.bpn.gov Or http://www.bpn.gov
If neither of the above works try not including the “http” or the “www”.
Enter your DUNS number and MPIN number, then click “Login to ORCA”.
When you enter the ORCA system you will see a screen with some of your information that was pulled from the CCR system. Do not be fooled into thinking your ORCA registration is complete. Go down to the bottom of the screen and click the buttons to continue and/or submit. You should go through several screens of certifications before you are complete with the ORCA registration.
VID NUMBERS
Each vendor must also register for and receive a VID (Vendor Identification Number) number before you are eligible to receive Purchase Orders or BPAs. A VID number is used by the National Finance Center to make payments. Payments are made by Electronic Funds Transfer (EFT). VID Numbers were first given in May, 2004, and is NOT the same as the VXP number that was used earlier. If you do not have a VID Number, or need to change your information, complete the attached FFIS VENDOR CODE REQUEST form and FAX it back to 859-224-7339.
The data on the FFIS VENDOR CODE REQUEST Form must exactly match the information in your CCR record. If it does not, your payments may be rejected, or be not timely received, and be ineligible for penalty interest for late payments. We at this office cannot see your payment information in CCR, so please assure that the payment information and your vendor name and address in your CCR record EXACTLY matches the information on your FFIS VENDOR CODE REQUEST Form.
For Example, “Bob Jones Appraisals” is not the same as “Jones Appraisals” or “Jones, Bob Appraisals”, and will cause your payments to reject, and also be ineligible for interest on the late payment. Your bank account information must also EXACTLY match what you entered in CCR. We at this office cannot see the banking information that you enter in your CCR record, so we cannot check it for you.
KEEP YOUR REGISTRATIONS CURRENT
All registrations must be current and complete. CCR and ORCA registrations expire every 12 months and must be renewed. So, even if you registered in CCR last year, your registration may have lapsed, making it impossible to issue purchase orders to you. It is each vendor’s responsibility to keep your registrations current. If you do not have a computer, or internet service you can usually arrange to use a computer with internet access at most public libraries. CCR and ORCA registrations should each take about ½ hour.
It is also very important that you update all your registrations whenever there is a change in your company. It is especially important that you keep your FFIS Vendor Code information current and also update CCR with any changes. Your Electronic Fund Transfer (EFT) payments will be sent to the bank account that you registered. If you change banks, or accounts without updating your FFIS Vendor Code information you will not receive your payments, and you will not be eligible for interest because you did not update your information. Update your information if you move, change banks, or make any other changes.
REPORT BACK TO USDA RURAL DEVELOPMENT
We maintain a log of vendors who notify us that they registered, or updated their CCR and ORCA registrations, and have a valid VID number. Vendors will be listed by their “Legal Business Name” as entered in CCR. You must have completed all of the above to receive orders. If your name is not on the log, or our log shows that your registrations are expired, you will not receive orders/BPAs you are otherwise entitled to receive, even though you completed the registrations. So, be sure to notify us that you completed the registrations. If you don’t tell us that you registered and give us your DUNS Number, we can’t find you in the system. Use the enclosed “CCR/ORCA Registration Confirmation Form” to notify us. You can FAX the completed form to 859-224-7339, or mail it to:
USDA Rural Development
771 Corporate Drive, Suite 200
Lexington, KY 40503
ATTENTION: Contracting
Please do not notify us by phone. With hundreds of vendors receiving this mailing the volume of calls would be unreasonable.
TAXPAYER IDENTIFICATION NUMBER (TIN) VALIDATION PROCESS
On October 30, 2005 The Federal Government began a Taxpayer Identification Number (TIN) Validation process. According to an Email provided to CCR registrants on October 21, 2005, your TIN, and Vendor name must exactly match your TIN and Taxpayer name used in Federal tax matters. The text of that Email is provided below for your information.

MEMORANDUM FOR CCR REGISTRANTS
FROM:
Internal Revenue Service
SUBJECT: IRS TIN Validation
On October 30, 2005, the Taxpayer Identification Numbers and Taxpayer Name in the Central Contractor Registration (CCR) will be validated by the Internal Revenue Service (IRS).
A Taxpayer Identification Number (TIN) is a nine-digit number, which is either an Employer Identification Number (EIN) assigned by the Internal Revenue Service (IRS) [http://www.irs.gov/businesses/small/article/0,,id=98350,00.html] or a Social Security Number (SSN) assigned by the Social Security Administration (SSA) [http://www.ssa.gov/replace_sscard.html].
The TIN matching process is a joint effort between the General Services Administration (GSA), Department of Defense (DoD), and the IRS to improve the quality of data in government acquisition systems. The TIN is mandatory in CCR unless the registrant is located outside the United States and does not pay employees within the U.S. New registrants will go through the IRS TIN validation process at the time of initial registration. All current registrants will go through the IRS TIN validation process at the time of annual renewal.
As a result of the TIN matching effort, the following changes will occur:
1. In order to complete your registration and become Active, the TIN and Taxpayer Name combination you provide in CCR must match exactly to the TIN and Taxpayer Name used in Federal tax matters. If you are unsure of your Taxpayer Name, check your last Federal Tax Form.
2. All registrants must have TIN match completed prior to activation in the CCR database. It will take up to 24-48 hours for IRS to validate your TIN.
3. An "IRS Consent to Disclosure of Tax Information" web-based consent form is a mandatory part of the IRS TIN validation. A sample consent form can be found at: http://www.ccr.gov/newsdetail.asp?id=7&type=N
4. Registrants will be notified via e-mail when the Taxpayer Name or TIN provided by the registrant does not match the Taxpayer Name or TIN on IRS records .The e-mail will provide IRS contact information to help resolve the issue. If the registrant e-mail address is invalid the registration will not become active.
5. After a TIN is validated, if you make changes to the TIN or Taxpayer Name, you will have to complete the consent waiver again and the IRS will revalidate the TIN and Taxpayer Name.
For additional information, please visit the FAQs at:
http://www.ccr.gov/newsdetail.asp?id=7&type=N, the IRS website [http://www.irs.gov/businesses/small/article/0,,id=104331,00.html] or IRS at
1-866-255-0654 (Option #2).
If you are having problems with TIN mismatches in CCR concerning your Social Security Number, please contact the Social Security Administration at
1-800-772-1213 for additional information and assistance.
OTHER IMPORTANT INFORMATION REGARDING
VENDOR RELATIONS WITH USDA RURAL DEVELOPMENT
At USDA Rural Development, Kentucky State Office we value the working relationship that we have developed with you, the vendors who serve our needs. We know that situations arise during the press of business where things do not always go as planned. Our largest concerns are that we receive a quality product when it is supposed to be delivered. If we do not receive products when due, it can result in our clients not getting the home they desire, or otherwise wasting taxpayer money.
The quotation that you furnished us is to provide an acceptable product or service according to the specifications issued with the order, by the due date, for the charges you quoted. It is vital to our mission that we actually receive the product or service by the due date. Placing your product in the mail does not constitute delivering it to us by the due date. Be sure to allow enough mailing time to have the product delivered to us by the due date. If your product is not ready far enough in advance to allow for mail delivery, then we expect that you will use whatever method is necessary to get your product to the delivery address by the due date. We allow 10 days from the date of the order for appraisals and 14 days from the date of the order for title updates and 10 days from the date of the order for removing abandoned vehicles; unless we expressly negotiated other due dates with you. Any costs incurred for extraordinary delivery services are the responsibility of the contractor and will not be reimbursed by the Government.
VENDOR PERFORMANCE:
This is to let vendors know that USDA Rural Development, Kentucky State Office has implemented a system to administratively suspend vendors who do not provide good or timely services. It is very important to Rural Development that we receive products and services of acceptable quality by the due date. The due date is the date on which the receiving office identified in the purchase order is to receive your work product containing all required information, or the service. Too often Appraisals and Title updates are not received on time, or they are received incomplete. Placing your product in the mail does not constitute delivering it to us by the due date. Make sure we actually receive it by the due date. We have also had cases of caretaking services being provided late, or being billed even though incomplete services were rendered.
A single instance of a couple days late delivery will probably not result in an administrative suspension. But repetitive instances of late delivery, even if only a few days late may result in suspension. A single instance of poor quality could in some circumstances be considered serious enough to result in an administrative suspension, and/or referral to licensing or certification boards. We currently have vendors under suspension for poor or untimely service. We also referred a case to a licensing/certification board. Please don’t let that happen to your company.
ACCEPTANCE OF ORDER LETTERS:
We issue a letter with each purchase order reiterating the delivery requirements, and directing vendors to sign that they are accepting the order at the prices shown, and will deliver a complete and acceptable product to the receiving office by the due date listed in the order. We intend to hold vendors to their agreements. You should also know that if a vendor does not sign and return the “Acceptance of Order” letter or reply by Email or phone, within the 1 day period specified, we reserve the right to direct the work to another vendor. In those cases you will not be paid even if you did the work because you did not accept the order. BE SAFE. SIGN AND RETURN THE ACCEPTANCE OF ORDER LETTER.
PAYMENT BY ELECTRONIC FUNDS TRANSFER
In October 2004 USDA began paying its invoices by electronic funds transfer (EFT) instead of by paper checks. Vendors are to always check with their bank for payments before calling the contracting office. When an EFT is sent to the bank, reference information that includes your invoice number and/or our purchase order number is sent in what is called a “trailer record”. If your bank is not giving you this information please be sure to tell them that you need the information in the “trailer record”. We at the contracting office do not have the capability to identify which EFT is for which purchase order. Get that information from the “trailer record”. We assure that either your invoice number, or our purchase order number, are sent in the Trailer record with every payment to your bank. We will generally enter only seven (7) characters from your invoice into the trailer record, so use invoice numbers of 7 characters or less.
It is possible that if you are receiving payments by EFT they could suddenly change to checks, or the reverse. If our finance center has any difficulty with an EFT transaction your account might be coded by the payment center to switch to physical checks until the problem is resolved.
INVOICE INSTRUCTIONS
Generally payment is made within 30 days after our receiving office receives a complete invoice and a complete and proper work product or service. Late payments include penalty interest in accordance with the Prompt Payment Act. Often vendors do not submit a legally correct invoice, which delays payment, and makes the payment not eligible for interest.
The most common reason for an invoice not being legally correct is that it does not include the Purchase Order number. Be sure to include our purchase order number on all invoices.
Another issue that makes an invoice legally incorrect, and delays your payment without interest is that invoices are often sent to the wrong address. Your invoice is always to be sent to the address listed as the “SHIP TO” or “DELIVER TO” address on your purchase order (NOTE: We are migrating to a new purchase order preparation system. The 2 systems currently in use print different forms with different block names). DO NOT address your invoices to the purchase order issuing office address, unless it is the same as the “SHIP TO” address.
Your payment will also be delayed, without being eligible for penalty interest, if your vendor name and address and banking information in CCR do not exactly match the information on your “FFIS Vendor Code Request” form, or if your CCR or ORCA registration has expired. Additionally, beginning October 30, 2005 the Federal Government began a validation process to assure that your TIN and Taxpayer Name combination in CCR Exactly matches the TIN and Taxpayer name used in Federal Tax matters.
In a phone call to the IRS on Nov 1, 2005 we were advised that you should use the exact format of your name as it was last used on Page 1 of your last Federal Tax return.
If you are working under an appraisal BPA or a mowing purchase order, you are directed to submit only one consolidated invoice per month. Appraisal invoices may be submitted only on or after a date specified in your BPA. Be sure you submit your invoice to the appropriate office. Invoices for Appraisals are submitted t the office that issued the BPA. Follow the specific invoicing instructions in the BPA.
NEW PURCHASE ORDER PREPARATION SYSTEM
We are currently migrating to a new system to prepare our purchase orders. That system will print purchase orders on an “Optional Form 347-Order for supplies and services” instead of the “United States Department of Agriculture Purchase Order” form. Each form has a different layout and different block names. Either form that you receive is a valid purchase order.
If you need any further information about registrations in the electronic systems please contact the contracting staff at 859-224-7302. If that line is not answered, you may contact me at 859-224-7332. DO NOT SEND ANY FAXs TO THESE NUMBERS.
Sincerely, /s/ David R. Beveridge
