About this file
This document contains a solicitation for ready mix concrete delivery services and guidance on the transition from DUNS numbers to Unique Entity Identifiers (UEIs).
The solicitation requests bids for 12-month ready mix concrete delivery to the US Coast Guard Base in Ketchikan, Alaska. The contractor will deliver six-sack concrete with fiber mesh in intermittent loads of 4 to 10 yards per delivery as needed between February 2024 to February 2025. The contractor must have an active SAM registration including UEI and be able to invoice through the Invoice Processing Platform. Bids are due by an unspecified date and must include pricing per yard, product specifications, and NAICS/size standard information. Separate guidance outlines the upcoming removal of DUNS numbers and transition to UEIs, instructing contracting officers to familiarize themselves with UEIs and ensure vendors have completed SAM registrations.

DUNS CHANGE TO UNIQUE ENTITY IDENTIFIER (UEI)- CUT OFF 4/2022
DUNS CHANGE:
· As of April 4, 2022, the DUNS will no longer be used, for old or new documents.
· It will not be available for searches, even on older documents
· The UEI will replace the DUNS.
· The UEI is a GSA generated ID.
What does a Contract Specialist\Contracting Officer have to do in preparation for the change?
· You SHOULD start becoming familiar with and using the UEI in SAM, FPDS, etc. Both the DUNS and UEI are currently displayed in these systems. After April only the UEI will be available-even for older data.
· You SHOULD remind your current contractors about this upcoming change and the need to use the UEI exclusively going forward.
· Be aware of the difference between an entity just having a UEI vs. an entity fully registered in SAM. Only those fully registered in SAM are eligible for award unless a SAM exception applies. (See power point) What does a CS\CO NOT have to do in preparation for the change?
· You do NOT have to modify contracts for this change. A UEI has been automatically assigned to every SAM vendor entry, FPDS contract action report, and CPARS action. No modifications are required.
· You must NOT continue to use the DUNS after April 4, 2022. The DUNS will be removed from every Governmentwide system including all previous entries made with a DUNS. Your contract writing systems should likewise not be using the DUNS, even for old records. The reason the DUNS is being removed completely and not kept for historical purposes is because these numbers will not be kept up to date and will be outdated and obsolete if used past April 4, 2022.
What’s the difference between the DUNS and the UEI?
The DUNS is a 9 digit identifier provided by Dunn and Bradstreet. The UEI is a GSA provided 15 character (letters and numbers) identifier.
Where does the vendor get a UEI?
SAM.gov Previously if a vendor qualified for a SAM exception under FAR 4.1102(a) the vendor would still have to get a DUNS number, what do they do now?
If a vendor qualifies for a SAM exception under FAR 4.1102(a) they will be required to obtain a UEI. The vendor must go to SAM.gov to get the UEI but will not have to register if they qualify for the FAR exception.
What should a CS and CO be careful of after this transition?
· Stop using the DUNS number, even for older awards! Only use the UEI
· Be diligent when reviewing SAM registrations! Per the FAR, COs can only award to a vendor (unless a SAM exception applies) that is FULLY REGISTERED in SAM. Fully registered means the vendor has selected the purpose of registration as ‘ALL AWARDS’. This means the vendor has completed Reps and Certs.
