About this file

This document is a Justification for Sole Source procurement for DLA Maritime Puget Sound, specifically for Code 135 requesting the purchase of specialized calibration standards from Zetec. The procurement involves two each of titanium tubing eddy current calibration standards, including ASME/Array Combo, EDM slotted, EDM 360-Degree Ring, and EDM Mill Flat, along with three tube support simulation rings and a customization fee. These calibration standards are critical for performing eddy current inspections on steam condensers for upcoming Virginia Class boat availabilities, with a desired delivery date of 11/10/25.

The sole source justification is based on Zetec being the original equipment manufacturer (OEM) of the existing inspection equipment used by PSNS Code 135, and their ability to manufacture calibration standards that are compatible with their Zetec MIZ-200 test equipment. The standards must meet specific requirements, including conforming to NAVSEA 010/2032 standards and ensuring a minimum signal-to-noise ratio of 10:1. Zetec is a NAVSEA-approved source, and their proprietary calibration standard design allows for accurate array eddy current data analysis and evaluation, which justifies the restricted competition to this single manufacturer.

JUSTIFICATION FOR SOLE SOURCE ($5k-$250k) Ref: FAR 13.106(b)

The service or material listed on (Document number) 52106930 thru 52106935 is sole source and competition must be restricted to one source, or to only one brand name for reasons indicated below. There are no substitutes available for this material.

Restricted to the following source or brand name. Provide original manufacturer's name.

(If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)

Manufacturer: Zetec (CAGE 51327) Manufacturer POC & Phone Nr. (425)974-2654 Mfr. Address: 8226 Bracken Place SE Suite 100, Snoqualmie, Wa 98065 Manufacturers Dealer/Rep NA Dealer/Rep Address/Phone Number__________________________________________

X Description of the item or service required, the estimated cost, and required delivery date.

Code 135 requests DLA to purchase two each of the following Titanium tubing, eddy current, calibration standards: ASME/Array Combo (P/N ASMEC-061), EDM slotted (P/N EDM-083), EDM 360- Degree Ring (WT360-029), and EDM Mill Flat (P/N WTMF-024). To be included in purchase will be three (3) each tube support simulation rings (P/N 70001129-2) and the customization fee for EDM-083 (P/N PDA1150). The calibration standards are required to perform mission critical eddy current inspections on steam condensers on upcoming Virginia Class boat availabilities.

Estimated Cost:

Desired Delivery Date: 11/10/25

X Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).

Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Zetec is the OEM manufacturer of the inspection equipment currently utilized by PSNS Code 135 to perform eddy current inspection on condenser tubing. C/135 is requesting that Zetec manufacture the calibration standards requested to ensure that the data acquired with these standards can be analyzed with existing Zetec equipment to accurately determine the integrity of steam condenser tubing. Zetec manufactures calibration standards that are compatible with their inspection systems and that conform to T9074-AT-GIB-010/2032 (NAVSEA 010/2032) - Eddy Current Inspection of Heat Exchanger Tubing on Ships of the United States Navy. Calibration standards must be obtained from a NAVSEA approved source and Zetec, Inc. is a NAVSEA approved source.

X The requested material or service represents the minimum requirements of the Government.

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

X The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.

Code 135 currently utilizes Zetec equipment to collect and analyze eddy current data obtained from the condenser tubing inspected. The calibration standards requested interface with the existing equipment to verify that the equipment is setup correctly and that the data collected meets the calibration requirements. The existing Zetec MIZ-200 test equipment detects flaws in the calibration standards and transmits this data to the recording media for analysis and evaluation. The calibration standards have to meet form, fit and function of existing Zetec eddy current test probes to be able to collect accurate data.

X A patent, copyright, or proprietary data limits competition. The proprietary data is:

Calibration standard design that allows array eddy current data to be analyzed and evaluated.

____These are “direct replacements” parts/components for existing brand name equipment.

X Other information to support a sole-source buy:

Zetec performs eddy current inspection on the customer supplied tubing to ensure it meets the minimum signal to noise ratio (10:1) required before manufacturing the calibration standards.

I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED INFORMATION. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN

COMPETITION.
