About this file
This is a Statement of Work (SOW) for the procurement of duplex strainers for the USCGC RESOLUTE, a U.S. Coast Guard cutter. The Coast Guard is procuring two new duplex strainers (Model/Part No. 72-44F-SS1, 3-inch) for the raw water system feeding the starboard air conditioning skid. The requirement stems from previous quality issues involving poor-quality castings and unauthorized cadmium-plated hardware, which corroded rapidly in saltwater environments and compromised system functionality. The strainers must be 3-inch, 150# ANSI flanged bronze duplex units rated for 200 PSIG maximum, equipped with Monel material baskets featuring 1/32-inch perforations and 316 marine-grade stainless steel hardware. All items must be new equipment only, individually packaged for saltwater shipboard installation, and manufactured in the United States in compliance with the Buy American Act.
Offerors must submit comprehensive upfront documentation including a Certificate of Origin/BAA compliance statement with supporting manufacturer certifications, technical specification sheets confirming compliance with all material and performance requirements, and product identification details. Physical delivery must include Material Test Reports or Certificates of Conformance verifying 316 stainless steel hardware and Monel baskets, along with certified factory test reports confirming assembly and pressure testing. The required delivery date is No Later Than November 16, 2026, with FOB destination delivery to Coast Guard Base Portsmouth, Portsmouth, Virginia. This is a total small business set-aside solicitation processed under FAR Part 12 as a firm-fixed price Request for Quote (RFQ 52000QR260028133) with NAICS code 333998 and a small business size standard of 700 employees. Total cost must include all delivery and freight charges.

Statement of Work (SOW) For USCGC RESOLUTE Duplex Strainers
1. BACKGROUND AND CURRENT OBSERVED ISSUE
CGC RESOLUTE is requesting the purchase of two (2) new duplex strainers for the raw water that feeds the starboard A/C skid. Previous procurements of similar strainers yielded poor-quality castings and unauthorized cadmium-plated hardware. Cadmium plating is prohibited on Coast Guard cutters because it corrodes rapidly in saltwater environments, leading to strainer failure and preventing the SSDGs from operating. Proper material specification is critical to prevent recurrence and maintain configuration management.
