About this file
This is a Statement of Work (SOW) for the complete overhaul, rewind, mechanical repair, testing, and reconditioning of one Vane Axial Ventilation Fan (P/N: XA12A4W6, IDENT. NO. 2ZY872354A7) for the USCGC Northland. The motor is a 3-phase 440VAC 60Hz unit rated at 2.5 horsepower with dual operating speeds (1750 rpm high, 865 rpm slow), featuring a 12-inch drive motor diameter and 24"x37.5" fan housing. The contractor shall provide all labor, materials, equipment, and transportation for pickup from US Coast Guard Base Portsmouth, Virginia (4000 Coast Guard Boulevard, Portsmouth, VA 23703), rebuild, and return delivery to the same location.
The work is organized into six sequential phases: Phase I includes safe transportation and initial disassembly of the housing, motor, and rotating components; Phase II requires detailed electrical and mechanical inspections with comprehensive documentation and steam cleaning of all parts; Phase III involves complete AC stator rewinding using high-grade insulation materials meeting OEM specifications, dip-and-bake varnish treatment, endbell machining, and bearing replacement with premium-grade new bearings; Phase IV includes dynamic balancing of the rotating assembly and marine-grade industrial coating of the ventilation housing interior and exterior; Phase V encompasses motor reassembly with new bearings, post-assembly electrical testing, full-rated voltage run testing with documentation of no-load current/vibration/temperature, motor painting, and final reassembly into the prepared housing; and Phase VI covers delivery to Portsmouth. The contractor must submit a formal Service Report including as-received and final electrical/mechanical test reports, dynamic balancing certificate, and no-load run test report documenting voltage, current draw, vibration levels, and temperature readings. All new parts must meet or exceed OEM specifications. The entire scope of work must be completed within 28 calendar days of official contract award. The point of contact is CWO4 Steven Van Hevelingen (Steven.c.vanhevelingen@uscg.mil).

STATEMENT OF WORK (SOW)
Vane Axial Ventilation Fan Rebuild & Reconditioning for USCGC Northland
1.0 Objective & Scope of Work
The objective of this Statement of Work (SOW) is to define the requirements for the complete overhaul, rewind, mechanical repair, testing, and reconditioning of one (1) Vane Axial Ventilation Fan. The contractor shall provide all labor, materials, equipment, and transportation necessary to pick up, rebuild, test, and deliver the completed fan assembly back to the Coast Guard.
2.0 Places of Performance & Transportation
Pick-up Location: US Coast Guard Base, 4000 Coast Guard Blvd, Portsmouth, VA. 23703
Drop-oƯ Location: US Coast Guard Base, 4000 Coast Guard Blvd, Portsmouth, VA. 23703
3.0 Technical Requirements & Sequence of Work
Motor Details:
P/N: XA12A4W6
IDENT. NO. is 2ZY872354A7
3P 440VAC 60Hz
HP rating: 1750 rpm in High and Slow: 2.5hp 865rpm
VANE axial drive
Drive motor diameter 12”
Fan housing 24”x37.5”
The contractor shall perform the rebuilding services in accordance with the following logical phases:
Phase I: Transportation & Initial Disassembly
Pick-up: Safely load and transport the complete vane axial ventilation fan assembly from Coast Guard Base Portsmouth, VA, to the contractor's repair facility.
Fan Disassembly: Disassemble the external ventilation housing and remove the internal motor and fan blade/rotating assembly.
Motor Disassembly & Initial Electrical Testing: Disassemble the AC motor assembly.
Perform preliminary electrical insulation and winding tests. Document all "as-received" electrical conditions and test results.
Phase II: Cleaning & Detailed Inspections
Electrical Inspection: Perform a detailed electrical inspection of the stator windings, connections, and terminal box. Document all findings.
Mechanical Inspection: Perform a comprehensive mechanical inspection of all physical components. Document all key measurements.
Steam Cleaning & Drying: Clean all disassembled metal parts, housings, stator, and components to remove grease, dirt, and carbon dust. Bake dry all parts in a controlled industrial oven.
Phase III: Motor Rewinding & Mechanical Repairs
AC Stator Rewinding: Perform a complete rewind of the AC stator using high-grade insulation materials to match or exceed original equipment manufacturer (OEM) specifications.
Dip & Bake Process: Submerge (dip) the newly rewound AC stator in high-quality insulating varnish, and bake dry in an oven to ensure optimal environmental sealing and winding stabilization.
Stator Clean-up: Clean up the stator core and frame after the rewind, dip, and bake cycle to remove excess varnish and ensure clean mating surfaces.
Endbell Machining: Bore and sleeve the motor endbells to restore them to the proper OEM tolerances and ensure exact alignment.
Bearing Replacement: Furnish and install brand-new, premium-grade bearings matching the original specifications.
Phase IV: Balancing & Housing Reconditioning
Dynamic Balancing: Dynamically balance the complete rotating assembly. Document the final balancing results.
Housing Preparation & Coating: Prep, prime, and paint the interior and exterior of the ventilation housing with marine-grade industrial coatings.
Phase V: Assembly, Testing, & Finishing
Motor Reassembly & Testing: Reassemble the motor with the new bearings. Perform post-assembly electrical tests and document the results.
Run Testing: Test run the motor at its full rated operating voltage. Monitor and document critical performance results, including no-load current, vibrations, and operating temperature.
Motor Painting: Prep, prime, and paint the exterior of the motor using industrial-grade protective coatings.
Final Assembly: Reinstall and align the reconditioned motor into the prepped ventilation housing. Check overall clearances and rotation.
Phase VI: Prep & Delivery
Delivery: Transport the fully reconditioned vane axial fan assembly to Coast Guard Base Portsmouth, VA.
4.0 Deliverables & Documentation
The contractor must submit a formal Service Report upon delivery of the fan, which must include the following documentation:
"As-Received" & Final Electrical and Mechanical Test Reports.
Dynamic Balancing Certificate
No-Load Run Test Report: Voltage, current draw, vibration levels, and temperature readings.
5.0 Quality Assurance & Standards
New parts, particularly bearings and wiring insulation, must meet or exceed OEM specifications.
6.0 Period of Performance
The contractor shall complete the entire scope of work, including pick-up, overhaul, testing, and final delivery, within 28 calendar days of receiving the oƯicial contract award.
