About this file

This is a Statement of Work (SOW) for the procurement of a high-pressure air compressor for the U.S. Coast Guard Maintenance Augmentation Team (MAT) at Portsmouth. The procurement addresses current operational inefficiencies where MAT incurs recurring costs for bottled nitrogen and faces potential supply chain disruptions. The new air compressor will streamline pressure relief valve testing for the Medium Endurance Cutter fleet while reducing consumable expenses.

The contractor must provide one new, commercially available air compressor meeting strict performance specifications: air-cooled operation, 220V AC power supply (single or three-phase, 60 Hz), minimum charge rate of 11.3 SCFM (320 L/Min), and capability to fill two 80-cubic-foot DOT-rated pressure cylinders from empty to 3,000 psi in 10 minutes or less. The unit must include a two-bottle fill manifold compatible with CGA 347 for SCBA valves, not exceed dimensions of 48"W x 48"L x 80"H, and be delivered as new equipment with standard commercial warranty and one set of OEM Operations and Maintenance manuals. Installation and training are the responsibility of USCG personnel. Delivery on an FOB destination basis is required to USCG Base Portsmouth, Virginia, no later than December 31, 2026. This is a total small business set-aside solicitation processed as RFQ 5200PR260027522 under FAR Part 12 simplified acquisition procedures on a firm-fixed price basis. Vendors must submit product data sheets, detailed specifications, and cost breakdowns for technical review, with the government reserving the right to award on an all-or-none basis.

Statement of Work (SOW)

USCG MAT Portsmouth Air Compressor

1. Background and Current Observed Issues

Current setup requires Maintenance Augmentation Team (MAT) to procure large amounts of bottled nitrogen as a reoccurring cost and has potential for supply chain disruptions, reducing supported cutters operational readiness. New Air Compressor would enable unit to complete pressure relief valve testing/adjusting faster, more reliable and, more efficient than current setup while greatly reducing routine consumable costs.

Request to procure and deliver an Air compressor that can fill two 80 cu-ft DOT rated pressure bottles to 3000 psi in under 10 minutes. Have a charge Rate of 11.3 SCFM (320L/Min) or better. Must be Air Cooled and operated of off 220V AC power supply.

2. Objectives

The objective of this SOW is to procure the required part to streamline pressure relief valve testing at MAT Portsmouth directly supporting Medium Endurance Cutter fleet.
