About this file
This Statement of Work (SOW) details a fire suppression system diagnostic and troubleshooting service for the USCGC Charles Sexton, a Coast Guard vessel located in Key West, FL. The solicitation requires a qualified technician to perform a comprehensive on-site diagnostic of the Pro2000 fire panel, which is currently showing numerous faults and errors that compromise system operational readiness. The contractor will be responsible for investigating 84 specific active faults and alarms, with potential immediate corrective actions if repairs can be completed without additional parts.
The solicitation is a small business set-aside under NAICS code 336611 with a size standard of 1,300 employees. The preferred performance date is January 26, 2026, with the work to be conducted directly on the vessel. Key deliverables include a verbal out-brief to the vessel's Engineer Petty Officer and a Condition Found Report (CFR) within 24 hours if major repairs are required. The report must detail root causes, necessary parts, and a firm-fixed-price quote for follow-on repairs. Security requirements mandate that all contractor personnel possess a valid REAL ID-compliant identification to access the vessel.

Statement of Work (SOW)
USCGC Charles Sexton: Pro2000 fire suppression system
1. Background and Current Observed Issues
The Pro2000 fire suppression system aboard the USCGC Charles Sexton (WPC 1108) is indicating numerous faults and errors, which has compromised the system's operational readiness and safety. A qualified technician is required to perform a comprehensive on-site diagnostic to identify the root cause(s) of these alarms.
2. Objectives
The objective of this SOW is to have a certified technician perform on-site diagnostics on the Pro2000 fire panel to identify the root causes of all active alarms. Based on these findings, the technician will either resolve the faults during the service visit or provide a detailed Condition Found Report (CFR) with a firm-fixed-price quote for the necessary follow-on repairs.
3. Scope of Work
The Contractor shall provide one (1) qualified and certified technician familiar with Mircom PRO-2000X2S sytem and all necessary tools and test equipment to perform the following:
3.1 System Diagnostics: The technician shall conduct a systematic investigation of the fire suppression system to determine the specific cause(s) of the faults and errors listed in Appendix A.
3.2 Immediate Corrective Actions: The technician is authorized to perform immediate repairs and system resets only if they can be accomplished within the initial visit and do not require additional parts not already on-hand.
3.3 Path Forward for Major Repairs: If diagnostics determine that resolving the alarms requires replacement parts, extensive labor, or work beyond the scope of this initial service call, the technician will not proceed with repairs. Instead, they will gather all necessary information to formulate a detailed repair plan.
4. Deliverables
4.1 Verbal Out-Brief: Before departing the vessel, the technician shall provide a verbal summary of their initial findings and actions taken to the Engineer Petty Officer (EPO) or designated vessel representative.
4.2 Condition Found Report (CFR): If major repairs are required, the Contractor shall provide a CFR to the Government Point of Contact within twenty-four (24) hours days of the site visit. This report shall include:
a. The identified root cause(s) for the system alarms.
b. A comprehensive list of parts (including part numbers and quantities) required to complete the repairs.
c. A firm-fixed-price quote for the additional parts and labor needed to restore the system to full operational condition.
5. Government Furnished Information (GFI)
The following documents will be made available to the contractor for reference:
