About this file
This Statement of Work (SOW) details requirements for renewing blade bolts on the starboard Controllable Pitch Propeller (CPP) of the USCGC TAMPA, a Coast Guard vessel. The contractor must extract a broken bolt, replace all six blade bolts and washers on a single blade using government-furnished materials, weld locking bars, install stainless steel plugs, and perform a hub purge procedure. The work includes specific technical requirements such as bolt replacement in a criss-cross pattern, precise torque values, elongation measurements, and post-repair operational testing of the CPP system.
The work is scheduled for a one-week period from 15DEC25 to 19DEC25 at the USCGC TAMPA in Portsmouth, VA. The contractor must provide certified divers, maintain communication with a Coast Guard Inspector, ensure diving safety, and follow detailed specifications for hydraulic system maintenance. After repairs, the contractor must sample and test the hydraulic fluid, replenish the system with specific hydraulic oil, and conduct comprehensive operational tests including pitch change rate, hydraulic oil temperature, pitch drift, and leak testing. The point of contact is LT Nicholas Paisker, Engineering Officer, who can be reached at Nicholas.C.Paisker@uscg.mil or 757-483-8710.

3. REQUIREMENTS
3.1 General. The Contractor shall refer to the Coast Guard drawings and TP listed under Section 2 (References) as guidance in accomplishing this work item.
3.1.1 CIR.
None.
3.1.2 Tech Rep.
None.
3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, (Vessel component, space, and equipment protection).
3.1.3.1 Hydraulic system contamination protection. The Contractor must maintain existing hydraulic cleanliness in accordance with SFLC Std. Spec 5000.
3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, (Interferences). Known interferences include, but are not limited to the following::
Underwater location.
NOTE
At Contractor’s request, Ship’s force will secure and tag out the main engines, steering gear, generator set, A/C unit, and all other machinery that may cause a hazard while a diver is in the water.
3.1.5 The Contractor must provide the Coast Guard Inspector 24 hours advance notice of dive operations.
Before diving procedures commence, meet with the Coast Guard Inspector, to discuss diving safety requirements and the securing of cutter machinery, as applicable.
NOTE
Prior to beginning work, isolate the stbd CPP hydraulic system with the assistance of Ship’s Force.
3.1.6 The Contractor must provide oil containment measures to contain and collect any residual hydraulic fluid leakage.
3.2 Pre-diving clearance. The Contractor must ensure that the diving team obtains clearance from the Officer-of-the-Deck before beginning diving operations.
3.2.1 The Contractor must ensure the Coast Guard Inspector has capability for maintaining continuous two-way communication with diving personnel at all times, during the performance of this Statement of Work.
3.2.2 The Contractor must, in accordance with 29 CFR 1910.401-440, provide certified divers and a tender team, as well as necessary support personnel and equipment, to accomplish the tasks specified herein.
3.3 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR.
3.4 Propeller blade bolts, renewal. The Contractor must accomplish the following for a stbd propeller blade using TP-2699 and Coast Guard Drawings 901 WMEC 245-004 and 901 WMEC 245-005 as guidance:
3.4.1 Locate the blade with the failed bolt on the stbd CPP hub. Renew the 6 blade bolts and washers using Government Furnished Material for this blade.
3.4.1.1 Extract the broken bolt, and turn over the extracted shank and the broken bolt head to the Coast Guard Inspector. Turn over the remaining 5 blade bolts to the Coast Guard Inspector.
NOTE
Bolts will be at their proper torque value when the elongation measuring tool indicates an elongation of 0.002” (+0.001” / -0.000”) for bolt 59 and 0.003” (+0.003” / -0.000”) for bolt 41.
3.4.1.2 Replace bolts one at time, in a criss-cross pattern. Note that there are 2 different lengths (4 shorter and 2 longer). Tighten blade bolts using TP 2699 and Coast Guard Drawing 901 WMEC 245-005 (see note above) as guidance. Estimated blade bolt torque value for required bolt stretch is 2100 ft lbs.
3.4.2 Weld locking bars to the bolt heads in accordance with Coast Guard Drawing 901 WMEC 245-005.
Welding must be accomplished in accordance with requirements of SFLC Std Spec 0740.
3.4.3 Furnish and install the M12 x 12 stainless steel plugs for the blade bolts.
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
NOTE
Operating the hydraulic system is not sufficient to flush the hub and shafting;
the hub purge procedure must be used. Cutter personnel ensure that Waste Oil Tank can accommodate approximately 150 gallons of waste hydraulic fluid.
3.5 Hub purge. The Contractor must accomplish the hub purge procedure for the stbd CPP hub in accordance with TP 2699 Section 4-6.B and using Coast Guard Drawing 901 WMEC 245-001 as guidance.
3.6 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate the CPP system to be in satisfactory operating condition. Submit a CFR.
Pitch change rate: Elapsed time between pitch stop limits must be 20 seconds +/- 3 seconds
Hydraulic oil temp: Temperature must be between 105°F and 135°F. This reading is taken from the thermometer at the inlet side of the oil cooler.
Pitch drift: Set pitch to Full ahead. Once pitch is met, pitch must not drift astern.
Check pointer attached to command input shaft for actuating unit. Ensure pointer lines up with "0" mark on the scale while the blades are at "0" pitch marks on the hub
3.6.1 Leak test. Perform leak test of fully assembled system in accordance with TP 2699 Section 8-3 Paragraph C.8. Verify no leaks from the CPP hub.
NOTE
In the absence of manufacturer’s specifications, hydraulic fluid with a particulate count of -/18/15 or better (per ISO 4406) and a water content no greater than 500 ppm (0.05% by volume) is acceptable.
3.7 Hydraulic system sampling. Following the work herein, the Contractor shall sample and test the system hydraulic fluid in accordance with SFLC Std Spec 5000, Appendix C, Paragraph C2.1 (Fluids).
Submit CFR.
3.8 Re-servicing of CPP oil systems. After all authorized repairs, the Contractor shall replenish the system with hydraulic oil conforming to MIL-PRF-17672, Symbol 2135 TH, filtered, through a 10-micron absolute, non-bypass type filter designed specifically for filtering oils and other lubricants.
NOTE
Each system should be completely void of air after cycling; oil level must be monitored after the shaft is rotated. If turning the shaft releases more air, more oil must be added to the system.
4. NOTES
4.1 Disposition of removed bolts. For USCG: The Coast Guard Inspector must turn over the bolts received in paragraph 3.4.1.1 to the MECPL Asset Management Section. Asset Manager must submit the broken bolt to a qualified laboratory for a failure analysis, and one of the remaining 5 bolts for RT inspection.
