Statement of Work Mobile Adjustable Height Work Platform with Attached Stairs for Drydocked Vessel Access

USCG SFLC-IOD-OBB

1. GENERAL

1.1 Background

The U.S. Coast Guard seeks to procure four mobile (rolling) adjustable height work platforms with attached stairs, hereafter termed “mobile access platform(s).” The platform and stairs will provide vessel access and egress to blocked CG SBPL vessels during Drydock Availability periods. Two mobile access platforms will be located at Industrial Production Facility (IPF) Boston, Boston, MA and two access platforms will be located at IPF Miami, Miami Beach, FL. Mobile access platforms are also termed safe access platforms, modular maintenance stands, mobile work platforms, rolling stairs, crew stairs, and maintenance stairs.

1.2 Scope

The manufacturer shall furnish and deliver four mobile (rolling) adjustable height work platforms with a free-standing adjustable stair system that attaches to the platform in various configurations. The required outcome for the equipment is so that the platform with attached stairs abuts parallel to the edge of a dry-docked vessel at the gunwale or stern. The mobile access platforms shall be delivered with all manufactured sub-components preassembled (platform deck, handrails, adjustable stair assembly, adjustable frame assemblies, jacking or lifting devices) to U.S. Coast Guard Base Boston (two platforms) and U.S Coast Guard Base Miami Beach (two platforms). Detailed instructions for assembling the subcomponents into the mobile access platforms shall be included with the equipment. The receiving units will be responsible for assembling the subcomponents into the finished mobile access platforms.

The mobile access platform shall include the following:

1. Platform.

2. Adjustable sliding decks (walking surface) located on vessel-facing side of platform.

3. Railings to enclose the platform shall be included. Railings on both sides perpendicular to the vessel facing side of platform shall feature adjustable sliding components to lengthen rail to desired size. Railings shall be of a removable type and affixed with appropriate fasteners.

4. Safety (swing) gate located at top of stairs.

5. Platform undercarriage frame of adjustable height and corresponding length.

6. Adjustment mechanism to raise and lower the undercarriage frame (platform), of manual screw jack type with operation mechanism.

7. Freestanding adjustable stairs, trailing design to provide access and egress from a vessel when the platform is positioned parallel or perpendicular to a vessel. Freestanding stair will be capable of attaching to platform in either positioned configuration without use of tools; attachment mechanism(s) will be incorporated into the overall platform design.

8. Stair railings with moveable components to allow rails to maintain parallel to stairs at all respective platform heights.

9. Rolling mechanisms, caster wheel type with swivel locking mechanism and brake for platform undercarriage and adjustable stair system.

10. Associated bracing for sway reduction and maintenance of structural integrity as required by manufacturer’s design.

11. Bumpers or durable foam padding on vessel facing side of platform, to include adjustable sliding decks.

12. Durable coatings on platform railings and stair railings, color yellow.

2. REQUIREMENTS

2.1 General

The mobile access platform shall be manufactured by a facility with an ISO 9001 certification for quality management systems. The platform and components shall have a minimum warranty of five years on coatings and components.

2.2 Capacity

The mobile access platform shall have a minimum working load rating of 1000 lbs.

2.3 Dimension and Construction

The mobile access platform shall have the following dimensions:

1. Platform size. Platform (walking-working surface) shall be a minimum of 72 inches long with a maximum of 84 inches; a minimum of 36 inches wide with a maximum of 40 inches, not to include sliding decks, whereupon the maximum of total width shall be no more than 62 inches with sliding decks fully extended. The height of the platform shall be the dimension required by manufacturer’s design.

2. Sliding decks. Sliding decks, mounted underneath the platform (adjustable walking-working surface) shall extend a maximum of 24 inches from the vessel-facing edge of the platform.

3. Railings. Railings shall be mounted on the sides of the platform, to include a removable rail on the side of the platform that abuts the vessel and used for access and egress. All railings shall be removable. Railings on the sides of the platform shall feature adjustable elements that extend to the length (24 inches) of the sliding decks when fully extended.

4. Railings. Railings shall be a minimum of 42 inches high, feature a mid-rail, feature toe boards of at least 3 ½ inches height, and conform to applicable OSHA standards. Safety (swing) gate shall conform to OSHA standards.

5. Platform undercarriage. Platform undercarriage (equipment frame) shall feature a height adjustability of 36 inches (3 feet). The platform carriage (equipment frame) shall be designed to raise and lower the platform and attached stairs from 84 inches to 120 inches (7-10 feet) with an overall height at the top of the platform railings of 162 inches (13 feet, 6 inches) when the platform is in the fully raised position. The length of the platform undercarriage (equipment frame) when in the fully raised and lowered position will be a factor of the overall design.

6. Stairs. Stairs shall be freestanding. Stairs shall attach to the platform edge perpendicular or parallel to the side of the platform that abuts the vessel/ Stairs shall adjust to the height of the platform as it is raised and lowered. Stairs shall be 36 inches wide (3 feet) and conform to OSHA standards for tread depth. The length of the stair assembly will be a factor of the overall design. The total width of the stair assembly and associated undercarriage frame shall not exceed 60 inches.

7. Stair rails. Stair rails shall attach to both sides of the adjustable stair assembly and conform to OSHA standards for railing height. The stair railing shall feature an uninterrupted top rail.
