About this file
This document is an Important Bid Addendum (Addendum Number: 01) issued by the North Carolina Department of Adult Correction for Bid Number 52-IFB-1539077899-WZM, covering a Frozen Vegetables procurement. The bid is scheduled to open on May 14, 2025, at 2:00 PM, with a contract term from July 1, 2025, through December 31, 2025. The addendum addresses vendor questions regarding product specifications, particularly for spinach, clarifying shelf life requirements of 24 months when stored at 0 degrees Fahrenheit and stipulating that products must be no more than 120 days old from the production date at delivery.
The state reserves the right to award the contract to a single vendor for all line items or to multiple vendors for individual line items, depending on what is most advantageous. Delivery will be on an as-needed basis, with each product item shipping in truckload quantities of 40,000 pounds per delivery. The products must meet USDA Grade A Standards for frozen vegetables, with vendors required to submit a Letter of Guarantee. While USDA grading and sampling are not mandatory, the bid specifies detailed requirements for allowable defects, microbiological standards, pesticide residues, and enzyme activity. The procurement encourages flexibility in vendor selection and aims to secure a reliable supply of frozen vegetables for the North Carolina Department of Adult Correction's Enterprise Meat Processing Plant.

STATE’S RESPONSE TO VENDOR QUESTIONS
State’s Response to Vendor Questions
QUESTIONS ANSWERS
For the spinach, can you please clarify what shelf life that is required. There are two different shelf life referenced.
Shelf life: 24 months if stored at 0 degrees f;
stored and shipped at 0 degrees f
Product to be of latest season’s pack and must be no more than 120 days from date of production at time of delivery. Production date and code to be stamped clearly on each case
Section 5.1 SPECIFICATIONS, Item 6: SPINACH, states “Shelf Life: 24 months if stored at 0 degrees f; stored and shipped at 0 degrees f” and also “the product….must be no more than 120 days from date of production at time of delivery”. The statements are not conflicting.
• Upon delivery, product must be no more than 120 days old from date of production and production date and code must be stamped as noted
• Shelf life of product must be 24 months if stored and shipped at 0 degrees (this is counted from date of production)
Will the bid be evaluated by line item or as a full lot for award?
Per Section 3.1, “While the intent of this IFB is to award a Contract(s) to a single Vendor for all line items, the State reserves the right to make separate awards to different Vendors for one or more line items, to not award one or more line items or to cancel this IFB in its entirety without awarding a Contract, if it is considered to be most advantageous to the State to do so.”
Per specification product is to meet USDA Grade A and not USDA graded and sampled correct?
Per Section 5.1 SPECIFICATIONS, Item 6:
SPINACH, “The product must meet USDA Grade A Standards” for frozen leafy greens. USDA grading and sampling is not required. However, please note that the bid specifically states allowable defects, microbiological requirements, pesticide residues, and enzyme activity in Section
5.1 SPECIFICATIONS. In addition, the awarded
Vendor will be required to submit a Letter of Guarantee for the product being offered.
What are the dates the bid ranges from ( I assume 7/1/2025-1/1/2026)and are there estimated delivery schedules available for each location (lillington and Sanford) to better assess the truckloads?
This bid is expected to start July 1, 2025 through December 31, 2025. There are no estimated delivery schedule as it is on an as needed basis.
Can the items ship in mixed item trucks or are they straight truckloads of each product?
Same product item ships in truckload quantity of 40,000 pounds per delivery.
Does product have to be certified or just meet the requirements for Grade A
Refer to above response.
