About this file
This is a federal contract provision template for the Buy American Certificate (October 2022 version), prescribed under FAR 25.1101(a)(2). The provision establishes certification and disclosure requirements for offerors regarding the domestic content of end products in federal solicitations.
The offeror must certify that all end products are domestic end products, except those explicitly listed as foreign products. For foreign end products that do not consist wholly or predominantly of iron or steel, the offeror must indicate whether they exceed 55 percent domestic content, excluding commercially available off-the-shelf (COTS) items. If domestic content percentages are unknown, the offeror must select "no." Additionally, the offeror must separately identify line item numbers of domestic end products containing critical components, as defined in FAR 25.105. The provision includes blank tables for listing foreign end products with their countries of origin and domestic content percentages, and for identifying domestic products with critical components. The Government will evaluate all offers in accordance with Part 25 of the Federal Acquisition Regulation governing Buy American policies and procedures.
