INSTRUCTIONS TO OFFERORS FOR PROPOSAL SUBMITTAL
1. General Instructions: This section provides general guidance for preparing proposals. Throughout this section, the term “Offeror” means the prime contractor submitting the proposal. The Government anticipates awarding multiple Blanket Purchase Agreements (BPA) without discussions. Therefore, Offerors are encouraged to submit their best and final proposal. It is the Offerors responsibility to ensure all proposal documents have been received in the contracting office to Joseph Kelly at joseph.b.kelly1.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil . The Government is awarding multiple BPAs to create a pool of Contractors for this service to create a competitive environment amongst the BPA holders possibly over a 4-year period.
The Offeror’s proposal must include all data and information requested below in accordance with these instructions. Proposal will be reviewed for responsiveness prior to being technically evaluated, which includes checking the SAM database for the Offeror’s active registration and exclusions. An Offeror who submits an incomplete proposal packet or is not active in SAM or has exclusions in SAM or proposal was received late will be considered “Non-Responsive” and will not be evaluated nor considered for award. The proposal shall be compliant with the requirements as stated in the Request For Proposal (RFP). A proposal that is sufficiently documented to support the technical requirements in a complete and detailed manner, “Acceptable”, will enable the Government to perform a thorough and fair evaluation and shall be considered for award. Offeror’s proposal that is insufficiently documented to support the technical requirements, in a complete and detailed manner will result in an unfavorable proposal evaluation, “Unacceptable”, and will not be consideration for award.
2. Questions shall be submitted via email not later than December 16, 2022 by 1:00 p.m. CST to Joseph Kelly at joseph.b.kelly1.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil .

The Offeror will not be allowed to submit items of the proposal after the close of the solicitation submission date and time.
