Goals: Using a geographic information system (GIS), this project is a first step in helping the NPS and the State visualize tourism and visitor-use trends and their associated economic contributions to NM. This information will help the NPS better determine which park units can handle an increase in visitation and which parks have reached, or are near, visitor capacity and questions the parks develop will be answered to help aid with better visitor use management.
B. Project Objectives – For NPS areas that have reached or are approaching visitor capacity, collaboration between local, state, and federal partners will help to determine alternative areas, or in some cases alternative national parks in NM, to promote outdoor recreation opportunities. This collaborative approach will help support cities and counties who want to highlight lesser known visitor destinations with the intention of encouraging the traveling public to stay one or more nights in their area, increasing visitor spending and helping the local economy, ultimately leading to the creation of jobs. Collaboratively determining alternative recreation destinations will assist state tourism with marketing campaigns that align with the New Mexico True branding regions, i.e.: Northwest, Northcentral, Northeast, Central, Southwest, Southeast. This approach aligns with the goals of the NM Economic Department, Outdoor Recreation Division, and the Office of Tourism.
PP:
Overview: • At least one student and professor will attend the NM superintendent summit that will identify issues to focus on over the course of 28 weeks and present results of visitor and NM economic results derived from a database developed by the NPS for public domain data that includes visitor use, jobs, visitor spending, affected sectors, labor income, economic output, annual budget, revenue, etc.)
o The student will build a database that includes businesses affected by park visits that were included in the NPS Visitor Effects Spending Report (2018) (i.e. camping, gas, grocery, hotel, recreation industries, restaurants, retail, and transportation). These data will be plotted on a map to provide a visual estimate (e.g., density) of local impact and compared to the park units’ visitation statics.
• Spatial GIS layer development to display the 14 NPS units in NM as points and/or polygons overlayed on the state’s six New Mexico True regions.
o The map will display major towns and cities. Population attributes will be obtained from the US Census Bureau and used in analysis as appropriate.
• Three cartogram maps based on the six New Mexico True regions where land area is distorted to display statistical information in a diagrammatic form to exhibit areas with an economic impact near NPS units (e.g. visitor use, economic output) o Cluster and proximity analysis will be used to visualize areas of highest and lowest impact.
• One map showing in-depth analysis of White Sands National Park in New Mexico, selected because of its designation as a National Park on December 20, 2019. This map will be revised under guidance of the NPS to develop a template for future analysis of other recreation parks. Other state partners like the NM Outdoor Recreation Division, Office of Tourism, and State Parks will also have an opportunity to provide comments.
Recipient: New Mexico Highlands University
Sub Involv: NPS will provide best available data for statistical analysis.
NPS will engage in bi-monthly meetings.
NPS will request assistance from additional partners as needed.
Justification: The two universities approached the National Park Service to help National Parks in New Mexico, Office of Tourism, Office of Outdoor Recreation, and State Parks come together to discuss ways the agencies can work together on sustainable visitation and tourism goals in the state and within geographic regions.
