About this file

This is a Justification and Approval (J&A) document for a sole-source contract award under other than full and open competition authority.

The Department of Veterans Affairs, through the Augusta VA Medical Center (VAMC) in Augusta, Georgia, is awarding a sole-source contract to Paula F Price Enterprises, LLC (SDVOSB) for emergency flood restoration services at Buildings 3A and 4A. The contract value is $1,934,340.85 with a planned award date of approximately July 17, 2026, and a 180-day completion timeline from the Notice to Proceed. The procurement is justified under 41 USC §3304(a)(2) for unusual and compelling urgency due to moisture intrusion and water damage exceeding industry standards, which poses direct threats to personnel safety, facility integrity, and critical healthcare operations. The scope includes provision of PPE and safety equipment, hazardous materials testing, removal and disposal of moisture-damaged materials, abatement of floor and wall tile and fixtures, exposure of concealed wall cavities for inspection, deployment of commercial air movers and dehumidifiers, daily moisture monitoring, HEPA vacuuming and antimicrobial application, reconstruction of drywall and finishes, repair of HVAC and electrical systems, post-construction cleaning, and final verification with moisture testing and industrial hygienist clearance. The contractor's proposal was determined fair and reasonable based on comparison to an Independent Government Cost Estimate (IGCE). Market research identified Paula F Price Enterprises as uniquely qualified due to demonstrated facility familiarity, immediate mobilization capability, and specialized expertise required for rapid remediation under strict infection control and life safety standards. The VA determined that full and open competition is not feasible given emergency circumstances and the limited pool of qualified sources capable of immediate response, and future FY 2026 and FY 2027 SDVOSB awards may be rotated to other vendors. The Contracting Officer, Branch Chief, and Acting Executive Director of the Regional Procurement Office–East approved the justification.
