About this file
This document is a Memorandum for the Record (MFR) justifying a sole-source acquisition for a complete factory rebuild of an American Compressor Universal High Pack, Model 55H75/D. The Puget Sound Naval Shipyard Maintenance Department has requested a machine overhaul for an existing compressor during fiscal years 2018-2024, with the intent to extend the equipment's useful life at a cost savings compared to purchasing a new compressor.
The justification is based on the compressor being available only from American Compressor Company, the Original Equipment Manufacturer (OEM), which is the sole authorized service agency to perform major repairs and overhauls on this specific model. The document cites FAR 13.106-1(b)(1)(i) as the basis for soliciting from a single source, noting that American Compressor Company has original replacement parts, tooling, machining capabilities, and technicians specifically trained to return the equipment to new standard tolerances. The procurement is under the Simplified Acquisition Threshold and is not expected to exceed $250,000.
