About this file

This file is a Questions and Responses document for RFQ 505633 addressing clarifications on procurement requirements for a finished 40-foot high cube shipping container.

Key procedural requirements include: Insurance Form 1 applies in full to all services performed at the Oak Ridge National Laboratory site, with proof of insurance required upon purchase order issuance. Factory NRTL listing is not required at quote stage; an identified qualified field-evaluation and labeling route is acceptable before delivery, with any associated costs included in the quoted price. All on-site deliveries must be made by a United States citizen or a Foreign National registered in the Foreign Access Central Tracking System (FACTS) and approved in the Personnel Access System (PAS). Shipments exceeding 150 pounds or requiring commercial carrier routing must be coordinated with ORNL Transportation Group via logistics@ornl.gov, providing purchase order number, item description, origin, destination, weight, dimensions, and special considerations. Deliveries are accepted Monday through Friday from 7:00 a.m. to 3:00 p.m. local time, with crane offloads after 1:00 p.m. requiring advance coordination. The finished container must be delivered on-site no later than 10:00 a.m. Eastern Standard Time within 8 weeks of award. Offerors may source the completed container from a qualified third-party manufacturer and submit as the supplying contractor. No cybersecurity requirements apply to suppliers providing a completed container with delivery only. Small businesses are eligible to bid.

Questions & Responses to RFQ505633

1. Does Insurance Form 1 apply in full to that supply/delivery scope, and what evidence must be supplied with the quote versus before delivery or upon request? We are not assuming an exemption or representing current coverage.

Response: Yes the requirements on Insurance Form 1 will apply in full to all services performed at Oak Ridge National Laboratory site. Awardee may be asked to provide Proof of Insurance upon issuance of purchase order.

2. For the finished electrical/container assembly, is factory NRTL listing required with the quote, or is an identified qualified field-evaluation/labelling route acceptable before delivery/acceptance? Please identify the required quote-stage evidence.

Response: An identified qualified field-evaluation/labelling route is acceptable before delivery/acceptance of the Container. Any additional cost related to field evaluation must be included in the quoted price.

3. Please confirm delivery/site-access and unloading constraints, desired delivery date or latest acceptable lead time, and whether the printed 5 p.m. EST deadline means current Oak Ridge local Eastern time on October 27.

Response: All deliveries coming on site to ORNL must be delivered by a United States Citizen or a Foreign National that is registered in the Foreign Access Central Tracking System (FACTS) and approved in the Personnel Access System (PAS). If a Foreign National is not approved in PAS, they will be denied entry. Deliveries made to other DOE sites or facilities must comply with site-specific access restrictions.

For shipments exceeding 150 pounds or that must be shipped via a commercial LTL or TL common carrier routing instructions to be provided by Oak Ridge National Laboratory Transportation Group:

Seller to email the following information to logistics@ornl.gov Purchase Order number Item description Origin- Shipping Point Destination (anything that differs from ORNL- Bethel Valley Road) Estimated Weight, dimensions, and outer package (crate, pallet, box, etc.) Special considerations- value, refrigeration, etc.

Delivery Hours NOTE: Deliveries are accepted Monday through Friday, from 7:00 a.m. to 3:00 p.m. (Local Time). Any shipment offloads that require the use of a crane after 1:00 p.m. must be coordinated specifically with the Company's Receiving Department or may be rejected.

Delivery of finished container is 8 weeks from Award date to be delivered onsite no later than 10am Eastern Standard time.

4. May an offeror source the fully finished container from a qualified third-party manufacturer or fabricator and submit a quotation as the supplying contractor?

Response: Yes

5. Could you clarify which insurance and cybersecurity requirements in the incorporated terms and conditions apply to a supplier providing a completed container with delivery only?

Response: There are No Cyber Security requirements. For other insurance requirements see response to question 1 above.

6. Could you please confirm if small businesses are eligible to join this bid?
