SEC Responses to Questions

1. For the GUI requirement, how many users would need access to a GUI?

SEC Response: To clarify, user access to a GUI is not required. Availability of it may be beneficial though if included as part of an offering.

2. For the exchange rates requirement, would an end-of-day exchange rate be sufficient or do you need an intraday rate? Can you elaborate on the exchange rate requirement if possible?

SEC Response: End-of-day exchange rates are sufficient.

3. Is any intraday (delayed or real-time) pricing data required (other than open, high, and low price)?

SEC Response: To clarify, the SEC does not require any kind of intraday day pricing (delayed or real-time) for this particular requirement. This does not add any benefit.

4. The solicitation includes the following instruction: “Offerors shall provide a written technical quote that clearly describes the breadth of global market pricing data provided by your company’s COTS subscription product. The written technical quote shall provide details on the depth and completeness of global market pricing data coverage including at least a ten-year history for all securities that were in the marketplace, with point-in-time identifiers as well as any changes to these identifiers. “ Question: can you clarify the highlighted? We are unclear to what the SEC is looking for here.

SEC Response: To clarify, vendors should provide details on what set of securities are available from their offerings for the last 10 years, describing the extent to which their set encompasses all securities that traded worldwide (regions, exchanges, market centers, completeness in listed and OTC securities, as well as by type – equities, bonds, futures, etc). Regarding the identifiers for these securities, the data should include what was used on the trade dates in question (point-in-time) as was as a history of identifier changes to the present time or to the last date that the security existed.

API queries for securities not currently trading are expected to return valid historical data on dates in which they were active.

5. To clarify the requirements around 508 compliance, can you confirm if we have to indicate for each product and service presented in our response that it is 508 compliant or just overall? Do we need to provide a VPAT in our response to the RFQ?

SEC Response: An overall response using a VPAT is sufficient.

6. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

SEC Response: This is not a new requirement. The current contract number is 50310220P0037.
