TO: PROSPECTIVE QUOTERS
SUBJECT: Responses to Prospective Quoters’ Questions (Solicitation 50310222Q0015)
DATE: April 19, 2022
Questions/Answers:
Q1: On page 4 of the RFQ Combined Synopsis, it states:
The Government may consider other relevant past performance information obtained from other sources known to the Government.
Can the SEC serve as a reference for past performance? If so, can CPARS assessments serve as an indicator of past performance vs. submitting the performance questionnaire?
A1: The SEC can serve as a reference for past performance for work performed under an SEC contract. Quoters may substitute a completed Past Performance Questionnaire (PPQ) with a CPARS Assessment for a specific submitted reference if a PPQ cannot be obtained.
Q2: When does the new POP begin?
A2: The anticipated award date is June 2022. The estimated begin date of the period of performance is December 1, 2022.
Q3: On the pricing spreadsheet in the ELEARNING tab, we have the following questions:
a. Is the per person under QUANTITY referring to a Pay-As-You-Go (PAYG) license?
b. Is the 1-50 and 50+ QUANTITY referring to an annual prepaid license?
A3: a. and b. per person quantity mix is provided for estimating eLearning licenses.
Please refer to Page 2, second paragraph of item (vi) of RFQ 5031022Q0015.
Q4: How many training sessions do you estimate will be held in person, per year?
A4: The SEC does not anticipate or guarantee that in-person training will be held in the foreseeable future. However, for estimation purposes only, the Government may hold up to two (2) in-person training sessions per contract year.
Q5: Is there any expected bias towards certain SEC offices (larger ones, ones with staff more likely to require on-site training/development)?
A5: On-site training will be rare and may not happen at all during the course of the contract. If it does it would probably be in one of our larger offices like New York, DC or Chicago.
Q6: If the number of in person training days increases in subsequent years, will there be allowances made for travel expenses?
A6: While the SEC does not anticipate booking on-site training, except on very rare occasions, any travel expenses will be reimbursed in accordance with Federal Travel Regulations. All applicable travel must be approved in advanced by the COR.
Q7: Can you offer further insight on how contractors should best account for travel related costs in the quote?
A7: See answers to questions 4 through 6.
Q8: When do you anticipate training to commence in 2022?
A8: The SEC expects to start booking classes in December 2022.
Q9: How many training days are you anticipating for 2022?
A9: Training days may vary depending on the duration of the courses. The SEC estimates about 90 sessions per year.
Q10: Is there an incumbent contractor?
A10: The incumbent contractor is Global Financial Markets Institute.
Q11: If there is an incumbent contractor, what is the contract value?
A11: The historical contract value is $3.25M. Please note there is no guarantee of future contract spending at this amount.
