About this file

This document contains a solicitation for a firm-fixed price contract to provide the United States Securities and Exchange Commission access to a commercial off-the-shelf data subscription for mortgage origination and post-origination performance data. Offerors must demonstrate their ability to meet requirements in the attached list, including providing property identification, loan performance data, and dynamically merged credit file information over time. Quotes are due by August 3, 2020, with the contract period of performance consisting of a one-year base period and four optional one-year periods. Pricing must be submitted for the base period and each option period using the attached pricing table. The contract will be awarded based on an assessment of both technical and price factors to determine the best overall solution.

Question Answer

Will the Government allow offerors to include a Table of Contents that is excluded from the page count?

Yes. Table of Contents is excluded from the page count.

May offerors include their brochures/information, such as data dictionaries, as Appendices to be Technical Quotation?

Yes. Offeror shall include data dictionaries as Appendices to the Technical Quotation.

We assume that brochures and other existing information, such as licenses, submitted with our proposal are not subject to the font requirements specified in the RFQ. Is this assumption correct?

Correct.

We assume that it is acceptable to submit the Technical Quotation as a searchable Adobe PDF file. Is this assumption correct?

Correct.

Should offerors provide the completed Attachment 3 – FAR Provision 52.209-7, Information Regarding Responsibility Matters, as a separate document? Or can we provide it as a non-page counted Appendix in our Technical Quotation?

It is part of your Price Quoation.

We assume that any license agreements we provide as part of our Technical Quotation are excluded from the page count. Is this assumption correct?

Correct.

Should offerors provide the completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items (June 2020), or the completed paragraph (b) if we have completed our annual representations and certifications electronically, as a separate document, or should we include it as part of either the Technical Quotation or Price Quotation?

Separate Document.

In response to 6012.02 SEC 508 Requirements (June 2020), are offerors required to submit the Voluntary Product Accessibility Template (VPAT 2.4) as part of the proposal submission?

Yes. It is required.

If we are required to submit the VPAT 2.4, we assume we can provide it as an Appendix to our Technical Quotation that does not count against page limits. Is this assumption correct?

Correct.

Attachment 1, Requirements List states, “It is desirable that post-origination performance data also include dynamically merged credit file information.” Given that this is desirable and not required, may offerors include this as a separately priced, optional line item to allow for fair comparison between offerors who can and cannot provide this service?

The SEC is seeking firm fixed price quotes that align to the CLIN pricing structure listed in the solicitation. Items identified as desirable shall be included in the firm fixed price CLINs if being offered as part of a company’s solution and not listed as separately priced optional CLINs.

Could you please confirm whether there is any business size or set-aside restriction for the referenced/attached solicitation?

There is no set-aside restriction.

Regarding Attachment 1 - Requirements List, "Property information shall include, at a minimum; property ID over time (track properties over time), property census tract, zip code, number of units in the property, property, type, property value, etc." How will these data attributes be used? Is this information to be used in combination with mortgage origination and performance data? What, if any, additional property related attributes are desirable to have? Please expand further.

The property level information will be used in combination with the mortgage origination and performance data. To use the property level information in combination with the mortgage and performance data, identification key columns will be needed to link the property level data information to the origination and performance by Loan. In cases where the property level information is dynamic in that the property level information changes over time, there should also be link between property level information and mortgage performance data by time (e.g., year-month).

Regarding Attachment 1 - Requirements List, "It is desirable that post-origination performance data also include dynamically merged credit file information." What credit file information is needed? How is this expected to be combined with the loan information?

Please expand on this preference if possible.

The credit information is expected to be combined with both the origination and performance loan information through identification key columns by Loan. In cases where the credit file information is dynamic in that the credit file information changes over time, there should also be link between credit file information and mortgage performance data by time (e.g., year-month). The credit file information can include static information as well as dynamic information that evolves over time including variables such as, credit score, loan-to-value (LTV), combined loan-to-value (CLTV), the number of open mortgage loans, home equity line of credit (heloc) information, estimated income, mortgage debt, total debt, debt by category, debt-to-income, number of mortgage inquiries in the last 12 months, etc.

14 Can the due date be extended by one week (i.e. to Aug 10, 2020)? The deadline has been extended to 11am ET, August 6, 2020.

Regarding the Combined Synopsis/Solicitation statement "(a) The offeror shall post the information in paragraphs (c)(1)(i) through (c)(1)(iv) of this provision in FAPIIS as required through maintaining an active registration in the System for Award Management which can be accessed via https://www.sam.gov (see 52.204-7)." Please provide more detail on FAPIIS and what action is required by the responded as part of this RFQ. We maintain an active SAMs registration that is up-to-date. Is this a separate platform than SAMs?

Active registration in SAM is sufficient to meet this requirement.

Could you please expand on the VPAT/Section 508 requirement? All pertinent information regarding VPAT/Section 508 requirements is provided in the solicitation.
