SUBJECT: Responses to Prospective Quoters Questions (Solicitation 50310219Q0106)

DATE: July 25, 2018

Questions/Answers:

Q1: Will the courses need to be accessible from the internal learning management systems used by the SEC?

A1: No. Accessing the eLearning courses via our learning management system (LMS) is NOT required. For reference though, eLearning courses loaded into or accessed via our LMS are either AICC- or SCORM-compliant (most are SCORM 1.2). In addition, the SEC’s Quality Control Testing Center in OIT tests eLearning courses that will be loaded into the LMS for 508-compliance to the Web Content Accessibility Guidelines (WCAG) 2.0 AA Success Criteria.)

Q2. Can the courses be accessed from an external content platform?

A2: Yes. It may be accessed from an external content platform. The platform needs to be in compliance with all SEC OIT Security Policies and Procedures. The contractor shall provide courses that do not require the use of Adobe flash.

Q3. For the definition of “e-learning”, does this include webinar format content and online self-study programs as well?

A3: Yes. It includes programs that users can access on-line such as programs that are live streamed, pre-recorded webinars and self-study.
