Statement of Work - Merchant eGift Cards
C-1 SCOPE
The U.S. Securities and Exchange Commission (SEC) is seeking to procure commercial, nationally recognized, Merchant eGift Cards to support the SEC’s employee recognition program. The SEC offers Merchant eGift Cards as an alternative method for the delivery of monetary awards. Merchant eGift Cards are issued electronically only.
C-2 BACKGROUND
C-2.1 The mission of the SEC is to protect investors, maintain fair, orderly, and efficient markets, and facilitate capital formation. The SEC oversees the key participants in the securities industry, including securities exchanges, securities brokers and dealers, and investment advisors.
C-2.2 There are approximately 4,500 total staff members in the SEC in Washington and 11 regional offices. The SEC, as an agency of the Executive Branch of the Federal Government, has an established employee awards and recognition program that is administered under high level regulatory authority provided by the U.S. Office of Personnel Management. The program is used to: 1) bolster employee morale; 2) recognize productivity; 3) promote employee commitment and loyalty; and 4) foster retention.
C-2.3 Applicable regulations are 5 U.S. Code Chapter 45 – Incentive Awards and 5 C.F.R. Part 451 - Awards. Currently there are four types of awards employees may receive based on their contributions:
o Special Act – a lump sum cash award o On the spot – small lump sum cash award o Time Off – an excused absence granted without charge to leave our loss of pay.
o Gift Cards – small lump sum gift card award.
C-3 OBJECTIVES
When required by the SEC, the SEC will be able to purchase, with the use of the Government Purchase Card (GPC) which is currently a MasterCard, a variety of nationally recognized, name brand Merchant eGift Cards in an effective, efficient and secure manner through the Contractor’s internet site with electronic delivery (e.g., e-mail) by the Contractor to the SEC Program Office for SEC distribution to the employee. The eGift Card program is limited to Merchant eGift Cards and does not include the procurement of bank cards such as VISA, MasterCard, American Express, etc.
