The Government will move small business contractors to the unrestricted pool if they can no longer re-certify as a small business at time of option exercise. (Note: The Government is not obligated to exercise any options.) A change in the size status does not change the terms and conditions of the contract. However, all terms and conditions of the unrestricted pool as of time of the original award will apply prior to the first TO award such as the requirement for a Small Business Subcontracting Plan.

# Ref Question Response 3 L.4.1 Will The Government increase the narrative page limit for the Relevant Experience Verification Document?
Yes, the narrative page limit is increased as follows:
Regardless of the number of projects submitted, the total page count per Service Channel is limited to:

4 L.4.1 If a project covers more than one Service Channel, does the Offeror have to duplicate the narrative and relabel the file?
Amended:
If a project covers relevant experience areas of more than one Service Channel, one Attachment 16 shall be submitted under each of these Service Channels to substantiate the experience relevant to this particular Service Channel only. A signature by the verifying authority will be required for each of the Attachments submitted. E.g.
A project covers certain tasks under SC 1 and SC 2: Two Attachments 16 shall be submitted; one to substantiate the relevant experience under SC 1 and one to substantiate the relevant experience under Service Channel 2. Each document will have to be signed by the verifying authority even if it is the same person.
5 L.5 Can you define projects and past performance for relevant experience that can be submitted by a subcontractor/teaming partner?
Amended:
A project submitted via Attachments 16 and 17 by any member of the team (Prime Offeror, Subcontractor, or teaming partner) must meet all requirements stated in the RFP in the respective section; e.g.:
- The performance of the claimed area must have been integral to the performance of the project and for IT services.
- The project must be ongoing or have been completed within three (3) years from the date proposals are due. Each project must have at least one year of performance unless exceptions in L.5.2.2 exist.
For example, if a Subcontractor submits a Relevant Experience Project Template to substantiate their claimed points for experience with Oracle Fusion Middleware Platform under SC 1, the Subcontractor’s experience must show a project value of a minimum $5M;
direct labor only. The information provided within the Attachments must be verified by their Prime Contractor who has privity of contract by signing Attachment 16.
7 Who verifies the information provided in Attachment 16 and 17 where the experience was obtained as a subcontractor?
Amended:
The information provided via Attachments 16 and 17 to substantiate points claimed for experience areas must be verified by the Prime Contractor who has privity of contract by reviewing and signing Attachment 16 and 17 as the Corporate Official.

Would the Government consider revising the following language:
Each Subcontractor Letter of Commitment must include the following information:
c. A statement of understanding that at least 50 percent of the cost of personnel for contract performance will be spent for employees of the offeror in accordance with FAR 52.219- 14.
Each Subcontractor Letter of Commitment must include the following information:
c. A statement of understanding that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern in accordance with FAR 52.219-14. It is the intent of the SEC to consider all closed, active, and potentially awarded task orders under ONE OIT in determination of the most accurate percentage labor totals for the proposed team.
7 L.5.2.2 Will the Government consider increasing the Maximum Number of References per Service Channel?

The maximum number of references for all other Service Channels remains unchanged.
7 L.5.2.2.1.1 Has the verification method of providing an FPDS-NG record been eliminated?
Yes, due to the limited information provided by FPDS-NG records, this option has been eliminated.
Signed Attachments 16, Relevant Experience Project Templates must be provided for verification.
8 L.5.3.2 Will the Government allow one Attachment 17: Past Performance Relevant Experience Form to be submitted for each contract or cited past performance provided the Form cites the individual Channel components?
Amended:
Past Performance Relevant Experience projects shall be the same as the project submitted for Relevant Experience. The Past Performance Relevant Experience projects shall be consolidated into one .pdf document per Service Channel. A single past performance can be submitted for a project that covers more than one Service Channel. If a single past performance is submitted for a project that covers more than one Service Channel, it shall be submitted in the consolidated .pdf document under each of the respective Service Channels.
9 L.5.5.1 Would the Government consider reducing the SEC agency-experience allocated maximum points achievable?
Unrestricted Pool:

Restricted Pool:

10 L.5.5.1 Could the Government clarify the points allocation for SEC agency-experience in the restricted pool?
The second-tier and third-tier points will only be allocated for projects from the same small business concern. For example:
- If the Prime provides the three projects, they will get the max score of 3,000 (If a single SB Subcontractor provides three projects, the same score will be allocated)
- If the Prime provides two projects and a SB Subcontractor provides the third project, the points will be allocated as follows:
500 + 1,000 + 500 = 2,000
- If the Prime provides one project, SB Subcontractor “AB” provides one project and SB Subcontractor “YZ” provides one project, the points will be allocated as follows:
500 + 500 + 500 = 1,500
11 L.5.5.1 Could the Government clarify the Small Business Participation points?
Meeting or exceeding the Small Business Participation Goals will be rated more favorably. The Small Business Participation Goals are stated as percentages of total contract value.
If claiming credit for this scoring element, the Offeror must provide the completed Attachment 18, Small Business Participation Commitment Document to demonstrate how they will meet or exceed these goals.
In the form, complete the table by providing the company name, business category(ies), description of services and NAICS code as well as the nature of the commitment with the small business such as letter of commitment, joint venture, and others. Binding commitments will become enforceable, contractual requirements.
For the restricted pool: The Prime Offeror may claim credit for applicable socio-economic goals. Note: In order to claim credit, the overall Small Business Participation Goal shall remain at 20%;
however, it can be obtained by additional Small Business Participation, e.g. If the Prime is a WOSB, in order to claim credit, the Offeror still needs to meet the 20% goal but it can be attained by increasing the other percentage goals. A subcontract to an additional WOSB is not required.
Attachment 18, Small Business Participation Commitment Form is provided with this amendment.
