About this file
This document is Addendum No. 1 for Bid No. 50015-250715 issued by Southeastern Louisiana University's Purchasing Department for the Biology Department, seeking to furnish and deliver remote environmental data monitoring equipment. The addendum provides clarifications in response to several bidder inquiries, including confirmation that this is a one-time purchase without ongoing service components, specification details for soil moisture sensors (single depth between 10-20 cm), and precise latitude/longitude coordinates for 12 installation sites. The university will handle equipment installation, and while optional line items such as installation services and cloud software licenses can be included, they will not factor into bid evaluation criteria.
The addendum specifies that water quality instruments should include both self-cleaning capabilities and fouling paint, and provides a form for bidders to acknowledge receipt of the addendum. Warranty length is noted as a potential evaluation factor, and bidders are instructed to reference the addendum on their Bid Response Form. The document, signed by Richard Himber, Director of Purchasing, offers flexibility for vendors by allowing additional items to be proposed as options, though these will not influence the primary bid award decision. Vendors are encouraged to submit comprehensive proposals that meet the university's technical requirements for environmental monitoring equipment.

ADDENDUM NO. 1, Dated 07/9/2025
RE: Furnish and Deliver Remote Environmental Data Monitoring Equipment for the
Biology Department.
Dear Bidder, The following inquiries and responses shall become a part of the above referenced Bid Solicitation.
Bid No.50015-250715
INQUIRY: Could you please confirm whether this procurement is intended as a one-time purchase, or if it includes any ongoing service components such as dashboard access, data hosting, or system support beyond the initial delivery?
RESPONSE: We do not require any additional service components, any offered would not be considered as part of the evaluation criteria for awarding the bid. The warranty is considered part of the evaluation criteria and length of offered warranty could be a factor.
INQUIRY: Could you clarify whether the soil moisture sensors should measure at a single depth or multiple depths? If so, what specific depth(s) are required?
RESPONSE: Single depth between 10-20 cm depending on site set up.
INQUIRY: Could you provide the latitude/longitude of the installation site(s)?
RESPONSE:
Site ID Latitude Longitude 1.A 30.2983 -90.4069 1.B 30.29887 -90.4079 2.A 30.20844 -90.4311 2.B 30.21152 -90.4333 3.A 30.14903 -90.4653 3.B 30.14602 -90.4641 4.A 30.15909 -90.5613 4.B 30.15909 -90.5597 5.A 30.1735 -90.5739 5.B 30.17292 -90.5727 6.A 30.09864 -90.6294 6.B 30.10205 -90.631 7.A 30.13312 -90.6399 7.B 30.13599 -90.6419 8.A 30.15885 -90.6411 8.B 30.15932 -90.6389 9.A 30.18868 -90.6085 9.B 30.1855 -90.6062 10.A 30.22311 -90.6401 10.B 30.22619 -90.6412 11.A 30.23732 -90.6511 11.B 30.23474 -90.6477 12.A 30.26101 -90.5853 12.B 30.26002 -90.5859
INQUIRY: Can you confirm whether the awarded vendor is expected to perform installation and setup, or if the university will handle installation using the provided components?
RESPONSE: The University will install.
INQUIRY: Will the University accept optional line items such as installation services and/or annual cloud software license subscription for dashboard access for separate consideration?
RESPONSE: Additional items can be included as options, but will not be considered part of the evaluation criteria for awarding the bid.
INQUIRY: Is an auto-cleaning or anti-fouling system required or preferred for the dissolved oxygen sensors, given their deployment in natural water bodies? If required, should this be included as part of the dissolved oxygen sensor line item or listed as a separate line?
RESPONSE: Yes, both self-cleaning and fouling paint should be used on the water quality instruments.
Bidder should reference the addendum in the appropriate blank on the Bid Response Form to acknowledge receipt of the addendum. If the bidder has already returned a bid response, then the bidder should forward this addendum under separate cover to acknowledge receipt.
Sincerely, Richard Himber
