About this file

This is a Statement of Work for Aircraft Ownership Data Analysis and Compliance Support for the Internal Revenue Service's Large Business & International (LBI) Eastern Compliance Practice Area Transportation Industry (ECPATI). The IRS requires web-based aircraft asset data accessible via user license subscription to identify potential civil and criminal tax non-compliance related to aircraft ownership and usage.

The scope encompasses eight key analytical areas: beneficial ownership analysis to identify true economic owners including those held in disregarded LLCs; entity structure and related party review; aircraft acquisition and disposition review; documentation review of purchase agreements and financing arrangements; historical ownership analysis; operational classification review under Federal Aviation Regulations; aircraft management company review; and flight log analysis to classify usage by date, location, and purpose. The contractor must provide web-based application support via a customer service team with troubleshooting capabilities and deliver onboarding/initial training in pre-recorded, virtual, or documented formats, with continuous training for software updates. The base year contract calls for two web-based licenses and API access to aircraft data including purchase price and history. Delivery must occur via email within one day of contract award to Imelda Deniz Vazquez at 5100 N River Road, Schiller Park, IL 60176. The period of performance includes a 12-month base period with four 12-month option periods. Section 508 accessibility compliance is required per 36 CFR Chapter 3 standards for ICT products and documentation, including interoperability with assistive technology and functional performance criteria. Security requirements do not apply, and no government-furnished property or information is required.
