About this file
This document is a justification for a sole source contract award. The Internal Revenue Service intends to award a six-month bridge contract on a sole source basis to the incumbent vendor for information and infrastructure pipeline engineering services. The follow-on contract is anticipated for award before March 2024. The IRS will conduct market research including the use of a request for information to determine if small businesses or other vendors can perform the work. The agency will also focus on developing a comprehensive transition plan with the current vendor to allow sufficient time for knowledge transfer, understanding of workflows and organizational dependencies, and new vendor ramp-up to meet clearance and personnel requirements.

DEPARTMENT OF THE TREASURY
SF 1014 - JUSTIFICATION FOR AN EXCEPTION
TO FAIR OPPORTUNITY
Project: IIPE 6 Month Bridge Contract FY23
Treasury Standard Form 1014 (Rev 5/18)
Prescribed by Treasury: DTAP 1016.505
Tracking No.
The follow-on contract award is anticipated before March 2024. The IRS will continue to conduct market research to support and encourage competition. Consideration will be given to the use of a Request for Information (RFI) and other avenues to determine whether there are small business and other vendors capable of, and interest in, performing the required work. Similarly, the Agency intends to focus on transition expectations and formation of a transition plan that will allow for the time required to transition to a new vendor as well as the time required to transfer the knowledge necessary to meet the Agencys requirements. Inclusion of a comprehensive transition plan will facilitate new vendor ability to support the requirement, gain an understanding of the IRS information pipeline, business, and technical workflows as well as organizational dependencies. Similarly, the development of a transition plan will allow vendors to ramp-up to meet the Agencys clearance and personnel requirements.
