About this file

This document is a Proposed Sole Source Purchase Form submitted to the University of New Mexico (UNM) Purchasing Department regarding a contract opportunity. The contract would engage the New Mexico Foundation/New Mexico Social Justice and Equity Institute (NMSJEI) to staff and supervise two Community Health Workers and two Partner HEROs to serve older adults in McKinley County, New Mexico. The goal is to provide culturally sensitive outreach and assistance to older adults in accessing benefit programs and addressing social determinants of health in the northwest region of the state. The proposed contract term is from 09/01/24 to 06/30/25 with a total value of $238,366.70.

The justification for the sole source procurement is that NMSJEI has the staffing capability, organizational capacity, and experience to serve the local community in a culturally sensitive manner, which is critical for this project. Only a limited number of non-profit organizations in the area have the capacity to provide the required services. UNM has engaged with the local community through a health council meeting but was unable to identify other vendors that could satisfy the project's requirements, which include serving older adults, providing bilingual services, and working in accessible locations.

Contractor will staff and supervise two Community Health Workers and two Partner HEROs to serve Older Adults in McKinley County. They will conduct community outreach in northwest New Mexico and provide assistance to Older Adults who need help accessing services and benefit programs. This effort will address social determinants of health using a culturally sensitive approach.

Why is this purchase needed?

There are many Older Adults in New Mexico who are eligible for benefit programs but are not accessing these services, due to stigma, structural barriers, lack of clarity about eligibility, need for support with application process, etc. There is a high level of need in northwestern New Mexico, creating higher numbers of health disparities and greater need for support services. The funder chose to focus on serving the northwest area of the state in hopes of improving health disparities in tribal communities. This project seeks to address these issues by providing culturally sensitive support to access benefit programs.
