About this file
This document is a Sole Source Justification Form from the New Mexico Highlands University (NMHU) Purchasing Department for a procurement to obtain services from SEGI Consulting to provide tree seed collection climber and cone collection training. The proposed sole source procurement is necessary because SEGI Consulting is the only vendor the university is aware of that offers the specialized training needed to build a workforce for the state's reforestation efforts through the New Mexico Reforestation Center. The scope of work includes providing a crew of qualified and experienced trainers to conduct the training at the scale required by the university, as a single internal trainer would only be able to train 3-5 individuals at a time. The proposed sole source contract is for $124,100.
The justification notes that a typical competitive bidding process would not be expected to be successful due to the lack of vendors qualified to provide the required services. SEGI Consulting is the contractor for the California Department of Forestry and Fire Protection (CALFIRE) providing similar training for state and federal seed collection climbers. The sole source procurement is part of NMHU's efforts to develop an in-state workforce with expertise in seed collection to meet New Mexico's reforestation needs.

NMHU PURCHASING DEPARTMENT
SOLE SOURCE JUSTIFICATION FORM
A sole source procurement is one for which only one vendor is capable of or allowed to perform a particular service and/or construction or for a tangible item that can be offered by only one vendor. A sole source procurement must comply with §13-1-126 and §13-1-128 N.M.S.A. 1978 and all other state statutes and federals pertaining to sole source procurements.
Submittal of this form is one of the steps required prior to approval of the procurement (approved via issuance of a purchase order). If this procurement is approved by the NMHU Purchasing Department it will then be posted onto the University’s website and the State of New Mexico’s Sunshine Portal. The posting will be for no less than thirty (30) calendar days. If a potential vendor submits a protest against a sole source procurement within that timeframe, the sole source will not be awarded until, and if the protest is resolved.

Text8: No, SEGI is the only vendor we are aware of nationwide which offers tree seed collection climber and cone collection training. A typical invitation for bid process would not expected to be successful due to a lack of vendors qualified to provide the required services.
Text9: Although Dr. Joshua Sloan is qualified to provide training in tree climbing and cone collection, a large crew of qualified trainers is needed to conduct training and collection at the scale needed for NMHU's operational purposes because a single trainer can typically only train and oversee 3-5 trainees at a time without support and additional trainers. As such, it is necessary to procure a firm such as SEGI which can provide a sufficient number of qualified and experienced trainers to meet the institution's training needs. As mentioned above, we are unaware of any other firm capable of offering these services at the scale needed.
Text10: N/A. We are unaware of any other companies currently qualified to provide these services.
Text11: No, this is Dr. Joshua Sloan's field of expertise and he made the determination.
Text12: Tree seed collection is an extremely specialized discipline with an extremely limited workforce worldwide. Although skilled tree climbers are relatively common in the arboriculture industry, those individuals and firms offering arboricultural climber training do not have experience or expertise in tree seed collection and such firms would not be qualified to offer this training. The seed collection tree climbing efforts that are the subject of this procurement are part of NMHU's efforts with the New Mexico Reforestation Center to build an NM-based workforce with expertise in seed collection to meet the state's reforestation needs. SEGI is the contractor for CALFIRE providing similar training for state and federal seed collection climbers in California.
